Planning Commission Meeting —Zoning and Subdivision Ordinance Revisions —Work Session #3 —July 9, 2025 <br />Minor Subdivisions and Lot Line Adjustments <br />State statute does allow cities to process and approve subdivisions that create fewer than five lots that <br />are less than 2-1/2 acres in size in an expedited fashion —this is sometimes called a "minor <br />subdivision." The Subdivision Chapter currently uses this term but does not clearly apply it in the way <br />Minnesota Statue describes. HKGi recommends updating the language and process for reviewing and <br />approving minor subdivisions to be consistent with statute. <br />Further, HKGi recommends the creation of an administrative process to review and approve lot line <br />adjustments. These requests do not create or eliminate lots, but do modify an existing lot line — often <br />to provide one lot with more land while removing it from another. As long as the lots involved remain <br />compliant with all zoning standards and do not create nonconformities, there is not reason staff <br />cannot grant approval without having to hold a public hearing. <br />QUESTIONS FOR DISCUSSION <br />• Are there any concerns related to the review and approval of subdivisions in Arden Hills? <br />• Are Commissioners comfortable with allowing lot line adjustments to be handled <br />administratively by staff? <br />Procedures <br />The final major section of code to be updated involves the procedures for processing land use <br />applications. As currently outlined in the zoning chapter, the list of applications that the City considers <br />includes: <br />• Zoning text amendments <br />• Zoning map amendments <br />• Interim use permits <br />• Conditional use permits <br />• Planned Unit Developments <br />• Comprehensive Plan amendments <br />• Variances (no public hearing required) <br />• Site plan review (no public hearing required) <br />HKGi evaluated the procedures for receiving, reviewing, and considering approval for each of these <br />applications and provides the following findings: <br />Zoning text amendments — No significant comments or concerns <br />Zoning map amendments — No significant comments or concerns <br />Interim use permits — No significant comments or concerns <br />Conditional use permits — As mentioned above in the section dealing with subdivisions, park dedication <br />should not be triggered by the consideration of a conditional use permit. <br />5 <br />
