Public Works Director / City Engineer <br />SUBJECT: Proposed Public Work Department Organizational Chart — Phase 2 <br />Budgeted Amount: Actual Amount: Funding Source: <br />$0 $107,475.52 (Phase 2) 72% General Fund <br />28% Enterprise Funds <br />Council Should Consider <br />• Direction for staff to implement Phase 2 in 2026 for the proposed modifications to the <br />Public Work Department Organizational Chart <br />Background <br />This item is the proposed modified organizational structure and staffing changes related to the <br />Public Works Department that the Public Works Director/City Engineer is requesting as a "needs <br />now" to perform City business and operations more effectively at the level of service that is <br />demanded. On July 18, 2024 this item was presented to the Personnel Committee, the <br />recommendations were to bring Phase 1 to Council for consideration to implement in 2025 and <br />Phase 2 and Phase 3 would be considered at a later time if/when Phase 1 was up and running to <br />Staff s satisfaction. <br />The Utility Lead and the Parks Lead positions started on April 15, 2025. The Parks and <br />Recreation Manager position started May 5, 2025. Over the initial 3-4 months of implementing <br />these positions, Staff has noticed an immediate benefit primarily through spreading out <br />responsibilities but also creating more of a team environment and putting people in positions that <br />they are passionate about which produces a higher level of service for the community. <br />Attachment A shows the "needs now" organizational chart as a whole and is followed with color <br />coded proposed phasing. The phasing is not labeled with an exact timeline but it is anticipated it <br />would be implemented year after year, 2025 for Phase 1 and 2026 for Phase 2. Another page in <br />Attachment A and below in the Budget Impact section is the estimated budget for Phase 2 which <br />has been updated by the Finance Director. The Lead position is assumed at Step 4 and the <br />Maintenance Worker position is assumed at Step 2 if a future candidate has the appropriate <br />Page 1 of 3 <br />
