<br />Minutes of Regular Council Meeting <br />September 26, 1983 <br />Page Five <br /> <br />Hicks moved, seconded by Mulcahy, that Council adopt Resolution <br />Nos. 83-50, 83-51, and 83-52. Motion carried unanimously. (5-0) <br /> <br />Hamline Access to County Road E - George Salitros <br /> <br />(Deferred to next Council meeting) <br /> <br />REPORT OF VILLAGE TREASURER DONALD LAMB <br /> <br />Investment <br /> <br />. <br /> <br />9-19-83 - $700, 368.67 at Twin City Federal for two months <br />at 9.52%, to mature 11-18-83. <br /> <br />Hicks moved, seconded by Christiansen, that Council ratify the <br />Treasurer's investment. Motion carried unanimously. (5-0) <br /> <br />Request for Referendum to Permit Council to Issue On-Sale <br />Intoxicatin~ Liquor License In Excess of the Number Now Permitted <br />by Law <br /> <br />McNiesh reported that she received a phone call from the <br />applicant today requesting that the matter be withdrawn from <br />. the agenda. <br /> <br />Resolution No. 83-53, Approving Agreement with County of Ramsey <br />for Law Enforcement Services for the Year 1984 <br /> <br />McAllister moved, seconded by Hicks, that Council adopt <br />Resolution No. 83-53. Motion carried unanimously. (5-0) <br /> <br />Public Safety Committee Recommendations: <br /> <br />Ordinance re False Alarms - Council reviewed the Public Safety <br />Committee recommendations and concerns (Minutes of, 9-19-83) re <br />fire alarms, possible grace period for new installations, fees <br />for false alarms. After discussion, Council deferred action, <br />pending receipt of proposed ordinance draft from Shoreview's <br />City Attorney. <br /> <br />It was suggested that Group Homes for elderly, children, and <br />handicapped might be given special consideration; also <br />discussed was the possibility of a $50 fee for alarms in excess <br />of a certain number. <br /> <br />Request for Stop Si~n on Royal Lane at Floral Drive. <br /> <br />After discussion, Hicks moved, seconded by McAllister, that <br />Council authorize the installation of a "Stop"sign on Royal <br />Lane at Floral Drive. Motion carried (Hicks, McAllister, <br />Christiansen, Woodburn voting in favor of the motion: Mulcahy <br />voting in oppo~ition). (4-1) "r,wX..;.<.fI,<.. <br /> <br />. <br /> <br />Proposed Solid Waste Incinerator in New Bri~hton <br /> <br />McAllister reported that the Public Safety Committee recommends <br />that the City request an environmental impact study: noted that <br />meeting will be in St. Anthony on October 11th. <br /> <br />In discussion, it was queried how much more study is needed; <br />appears there will be no odors. Concern was expressed that the <br />incinerator will produce steam, and will generate dust, air <br />pollution and noise. <br /> <br />McAllister moved, seconded by Hicks, that Council take no action <br />at this time. Motion carried (McAllis ter, Hicks, Mulcahy, <br />Woodburn voting in favor of the motion Christiansen voting in <br />opposition) . <br /> <br />(Christiansen expressed concern that the incinerator could <br />negatively impact our environment.) <br />
