<br />. <br /> <br />.. <br /> <br />Minutes of Special Council Meeting <br />Village of Arden Hills <br />Monday, August 22, 1983 - 7:30 .p.m. <br />Village Hall <br /> <br />Ca II to Order <br /> <br />Pursuant to due call and notice thereof, Mayor Woodburn called the meeting to <br />order at 7:30 p.m. <br /> <br />Roll Call <br /> <br />. <br /> <br />Mayor Robert Woodburn, Councilmen Diane McAllister, Dale Hicks, <br />Michael Christiansen, Thomas Mulcahy <br /> <br />Absent - None <br /> <br />Present - <br /> <br />Also Present - Engineer Donald Christoffersen, Steve Lee (Minnesota Pollution <br />Control Agency), Treasurer Donald Lamb, Clerk Administrator <br />Charlotte McNlesh, Deputy Clerk Dorothy Zehm <br /> <br />Approval of Minutes <br /> <br />Christiansen moved, seconded by Hicks, that the Minutes of the Regular Councl I <br />Meeting of August 8th be approved as amended. Motion carried unanimously. (5-0) <br /> <br />Business from the Floor <br /> <br />None <br /> <br />Public Hearing - Proposed Improvement No. W-83-4, Watermatn North of STH 96, <br />Abuttl nc:j STH 10 <br /> <br />Mayor Woodburn opened the Public Hearing and Clerk Administrator McNlesh verified <br />that the Notice of Hearing was published In the New Briqhton Bufletln, and mal led <br />to affected property owners on August II, 1983. <br /> <br />(See attached Extract of Minutes of Meeting) <br /> <br />After It was determined that there were no further comments or questions, the <br />Public Hearing was closed at 8:31 p.m. <br /> <br />After discussion, Christiansen moved, seconded by Hicks, that Council authorize <br />preparation of Plans and Specifications for Improvement W-83-4 for the 12" and <br />8" watermain as described tonight, subject to E.P.A.'s participation in the <br />amount of $130,200 and based on the time schedule as outlined tonight. <br /> <br />After fur:her discussion, Counci 1 changed by consensus the original motion to <br />add Council's approval of an 8" main (Instead of 12"), if the City Engineer <br />finds that an 8" main Is sufficient for adequate fire protection. Motion carried <br />unanimously. (5-0) <br /> <br />. <br /> <br />Application for Non-IntoxIcating Malt LIquor Special Event License for Arden <br />HI lis Fall Festival - Wm; Junc:jbauer, Shorevtew Lions Club <br /> <br />Mulcahy moved, seconded by McAl lister, that Council approve the Application for <br />Non-Intoxicating Malt Liquor Special Event License for Arden HI lis Fal I FestIval. <br />MotIon carried unanimously. (5-0) <br /> <br />Request to Purchase Aq-Llme and Miscellaneous Equipment for Cummlnc:js Park <br /> <br />Councl I was referred to Buckley's memo (8-'7-83) re Cummings Park Development. <br /> <br />In discussion, It was noted that the ag-llme area Is proposed to be flooded for <br />skating this winter. <br /> <br />McAI lister moved, seconded by Hicks, that Council approve the purchases as out- <br />lined In Buckley's memo. Motton carried unanimously. (5-0) <br /> <br />REPORT OF VILLAGE TREASURER DONALD LAMB <br /> <br />Investment <br /> <br />8/16/83 - $1,501,805.42 @ 10.55% Interest at First Federal, to mature c8/16/84. <br />
