<br />~ <br /> <br />Lee explained that the original feasibility study was a proposal to connect <br />the Highway 10 residents to the Arden Manor system at a cost difference of $20,000- <br />$30,000 compared to a 4" municipal line; because of the uncertainties of the private <br />source, PeA preferred the City system. <br /> <br />Mulcahy asked the average house frontage along Highway 10. The lots were <br />estlmafed to be about 85' in width by De Witt. <br /> <br />McNiesh noted that the number of years over which the assessment would be <br />spread has not been determined; 10-15 years has been recommended by Popovich on <br />recent improvements. <br /> <br />. <br /> <br />Christoffersen was asked about the time schedule. Christoffersen said he was <br />anticipating starting the end of August; depends on response from EPA. Lee said <br />PCA Is pressing for an answer. <br /> <br />Christoffersen said his tentative fall schedule Is: <br /> <br />- Plans and Specifications - Mid-September <br />- Bid Award - October lOth <br />- 8egln Construction - October 17th <br />- Complete - November 30th <br /> <br />In answer to the question of whether EPA will pay for plans and specifications, <br />Christoffersen said EPA wi H not pay for any costs incurred prior to EPA approval. <br /> <br />Christiansen moved, seconded by Hicks, that Council authorize preparation of <br />Plans and Specifications for Improvement W-83-4 for the lil" and 8" watermain as described <br />tonight, subject to EPA's participation in the amount of $130,200 and based on the <br />time schedule as outlined tonight. <br /> <br />After further discussion, Christiansen moved to amend the motion to add Council's <br />approval of an 8" main <Instead of 12"), contingent upon City Engineer's finding <br />that an 8" main is sufficient for adequate fire protection. Hicks agreed to the <br />amendment. Motion as amended carried unanimously. (5-0) <br /> <br />. <br />
