<br />~ <br /> <br />In discussion, it was noted that the cost of the. 6" line is estimated @ <br />$130,200 and the combination 12" and 8" line @ $170,500 (difference of $40,300). <br />It was queried whether the Improvement will provide any service to the mobile <br />home park. Lee and Christoffersen explained that Arden Manor's new wel I is in <br />the Hinckley formation which Is very high In Iron content, but good potable water. <br />It usually needs treatment to remove the iron. Christoffersen said the City anticipated <br />that Arden Manor would probably connect to CIty system at some time; it Is debatable <br />whether the Arden Manor system can withstand the pressure of the City ~Y~1em; Arden <br />Manor has very low pressure at the present time. It was noted that th~^~re hydrants <br />(existing and proposed) can be used for emergency fire protection at Arden Manor. <br /> <br />Christoffersen was asked If an 8" I ine would. be sufficient for fire protection. <br />Christoffersen said, if the system could be looped, an 8" main would probably be <br />sufficient; feels the 12" main Is needed to properly serve the lumber yard, which has . <br />been one of the po I nts of concern; noted that 6" or8" ma i ns are usua II y adequate to <br />serve residential. Christoffersen said he'd have to check figures again to determine <br />the adequacy of an 8" system. <br /> <br />MeAl lister asked Christoffersen to explain who paid for the main south of, <br />and along the west and north of Round Lake. Christoffersen said it was partly <br />assessed to abutting property owners on front foot and areas basis and partly paid <br />by the City. <br /> <br />McAllister asked why City did not run water to this area at that tlme1 Christ- <br />offersen said he believes It was because the residents objected, and It was deleted <br />from the project; recalls the assessment at that time was about $13/front foot, plus <br />acreage assessment for large parcels. <br /> <br />Lee was asked what the chances are for future contamination of the Arden Manor <br />wells. Lee said the Oepartment of Health feels they have good protection from con- <br />tamination in the Hinckley formation for many years; of course, there is no guarantee. <br /> <br />Hicks asked why Arden Manor did not connect to the City system Instead of putting <br />in the new we II. (an <br />on going cost) and the sewer rate, which is tied to the water usage are probably the <br />reasons. <br /> <br />Hicks asked the residents if EPA pays the total cost, would they go for the <br />12" main. <br /> <br />Werllen said yes, but feels City can get by with an 8" main; would want the <br />12" if EPA pays entire cost; 12" would be better, but feels 8" is o.k. <br /> <br />Geske was asked how his hookup charge to Arden Manor system compares to the <br />proposed $15.75/foot charge1 Geske said his hookup cost was less. <br /> <br />Woodburn noted that about 20 years ago there was a calculation on the effect of <br />City water on fire insurance. McNlesh reported that a substantial reduction 1n <br />fire insurance rates resulted in areas of the City with municipal water. <br /> <br />De Witt noted that Arden Manor can charge anything they want to for use of their <br />water; can even stop service if they desire. <br /> <br />. <br /> <br />-4- <br />
