<br />,- . <br /> <br />. <br /> <br />:OUNCll MlMUIES <br />OATED <br /> <br />. <br /> <br />Minutes of Regular Council Meeting <br />Village of Arden Hills <br />Monday, July 25, 1983 - 7:30 p.m. <br />Village Hall <br /> <br />Call to Order <br /> <br />Pursuant to due call and notice thereof, Mayor Woodburn called the <br />meeting to order at 7:30 p.m. <br /> <br />Roll Call <br /> <br />Present - <br /> <br />Mayor Robert Woodburn, Councilmen Diane McAllister, <br />Michael Christiansen, Thomas Mulcahy <br /> <br />Absent - Councilman Dale Hicks <br /> <br />Also Present - Engineer Donald Christoffersen, Treasurer Donald <br />Lamb, Clerk Administrator' Charlotte McNieah, <br />Deputy Clerk Dorothy Zehm <br /> <br />Approval of Minutes <br /> <br />McAllister moved, seconded by Mulcahy, that the Minutes of the Reguler <br />Council Meeting of July 11th be approved as amended. Motion ca.ried <br />unanimously. (4-0) <br /> <br />BUSINESS FROM THE FLOOR <br /> <br />Mike Albanefe - Kalda Corporation <br /> <br />A brochure of an aluminum can recycling machine, which Mike Albanefe <br />proposes to locate at Hauser's in Arden Plaza, was circulated among <br />Council members; Albanefe described the machine to be 10' in height, <br />8' in width and 13' in length. <br /> <br />Albanefe ssid he has tentative approval from the Super Value Mana- <br />ger, subject to approval by Arden Plsza (C.G. Rein) and the City <br />Council. <br /> <br />Albanefe said the suggested location is at the southeast corner of <br />the parking lot; explained that the machine will be emptied daily <br />and cleaned bi-weekly. Albanefe said the maohine has an automatic <br />shut-off if foreign material is placed in the machine; machine will <br />take only aluminum cans, others will be rejected, and will pay <br />operator for cans deposited @ 50%-60% of the going rate of aluminimum <br />(18c/pound now - approximately 22 cans/pound). <br /> <br />In diSCUSSion, some of the concerns were as follows: <br /> <br />- noise - Albanefe said the machine only runs when it is <br />operated. <br />- debris - Albanefe said he can put a recepticle near the <br />machine for the placement of bags, etc.; he <br />will keep the area clean and dispose of debris <br />and cans which are rejected by the machine. <br />- chance of injury - Albanefe said he has insurance; <br />feels there is no chance of getting hurt - cans <br />are blown up into a chute; reported no one has <br />ever gotten hurt; noted that instructions on <br />how to operate the machine will be posted. <br />- licen.ing - It was queried whether the machines are li- <br />censed and whether scales are tested. (McNiesh <br />was requested to check license requirements). <br />Albanefe said the machines are licensed; is not <br />aware of a weights and meaaures licenasi <br /> <br />/ <br /> <br />Council deferred action until the August 8th Council Meeting. <br />
