<br />. <br /> <br />( <br />. <br /> <br />Minutes of Regular Council Meeting <br />Village of Arden Hills <br />Monday, March 28, 1983 - 7:30 p.m. <br />Vi llage Hall <br /> <br />Call to Order <br />Pursuant to due call, and notice thereof, Msyor Woodburn called <br />the meeting to order at 7:30 p.m. <br /> <br />. <br /> <br />Roll Call <br />Present - Mayor Robert Woodburn, Councilmen Dale Hicks, Diane <br />McAllister, Thomas Mulcahy, Michael Christiansen <br />(7,40 p.m.). <br /> <br />Absent - None <br /> <br />Also Present: Engineers Donald Christoffersen, Mike Kramer, <br />Treasurer Donald Lamp, Clerk~d inis~ato,rJ ,/ <br />Charlotte McNiesh..~~ C;;:f;~. <br />, ~ ' <br /> <br />Approval of Minutes <br />McAllister moved, seconded by Mulcahy, that the Minutes of the <br />''1 <br />March t&th Council meeting be approved as submitted. Motion <br />carried unanimously (4-0, Christiansen not yet present). <br /> <br />Business from the Floor <br />None <br /> <br />REPORT OF VILLAGE ENGINEER DONALD CHRISTOFFERSEN <br /> <br />Case No. 83-1, Hazelnut Park Addition, Phase 1, Feasibility Report <br />Christoffersen reviewed his March 23 Feasibility Report for in- <br />stalling streets and utilities for Phase 1 of the Hazelnut Park <br />Addition. He stated that O'Meara has submitted a plat for the <br />entire area, is requesting improvements be put in for Phase 1. <br /> <br />Improvements consist of an 8" sanitary sewer extending from <br />Cleveland Ave., along North Katie Lsne, to Jamie Circle, connect- <br />ing to existing sanitary sewer to the north, water main connecting <br />from Cleveland Ave., extending along North Katie Lane, and dead- <br />ending at Jamie Circle. Storm sewer drainage would be under the <br />road at Katie and Cleveland, and out a 10' wide drainage easement <br />at Jamie Circle which would drain to ditch along NSP easement. <br />Christoffersen expressed some concern with drainage to NSP ease- <br />ment; could drain Jamie Circle by tipping the cul-de-sac and <br />draining along street to the south - it is a small cul-de-sac with <br />a small amount of drainage, felt he would like to discuss feasi- <br />bility of this with Johansen. <br /> <br />Street width will be 34', 7-ton load, total cost of development <br />$184,600 or $9,200 per lot, if assessed 100%. Letter has been <br />received from O'Meara requesting Council approval of plan and <br />ordering of improvements, has seen Royal Hills agreement and is <br />prepared to sign a similar Development Agreement'. <br /> <br />. McAllister queried why permits are required from Ramsey County <br />for accesses from Cleveland Ave. - County policy is to require <br />permits for access from County road. Council had requested per- <br />pendicular entrances, sketch looks as if there is a curve; <br />Christoffersen noted some changes have been made which are not <br />on this sketch, will show in final plat, entrance is at 900 <br />approximately. <br /> <br />O'Meara noted that he has approval from Rice Creek Watershed for <br />present drainage plan, would have to go back to them if changed <br />to drain off cul-de-sac. Christoffersen noted that completed <br />plans routinely go to Rice Creek Watershed for approval. <br /> <br />Hicks noted that basement elevations on lots I, 10 and 11 of <br />Block 1 and Lot 1 of Block 2 will have to~watched Closely, since <br />sewer is somewhat shallow at this point, asked if sewer could be <br />deeper. Christoffersen stated it could not be lowered. In re- <br />sponse to query, O'Meara stated that lot 1 is now slightly higher <br />
