Request from Residents Woodburn reported that he and Squires had visited sites where complaints were made concerning unhealthy or unsightly conditiona; letters haye been sent to the property owners advising them of Code viola tions. CLERK ADMINISTRATOR'S REPORT Resolution No. 83-21, Apportioning Assessments, Water Improve- ment No. 68-1 Hicks moved, seconded by McAllister, that Council approve Reso- lution 83-21, APPORTIONING ASSESSMENTS, WATER IMPR. NO. 68-1. Motion carried unanimously (5-0). . Claims and Payroll McNiesh noted addition of payment to Nodlund and Associates for $6,298.69. Christiansen moved, seconded by Hicks, that Council approve the Claims and Payroll as submitted. Motion carried unan- imously (5-0). Request for Permit - Outside Produce Sale, Hauser's Super Valu McNiesh stated that management of Hauser's has requested permission for an outside produce sale, July 21, 22 and 23, noted this will not be held in conjunction with the entire center. She stated there were no citizen complaints on last year's outside sale. Motion was made by Hicks, seconded by Mulcahy, that Council ap- ' prove granting of permit to Hauser~ for three day outside produce sale. Motion carried unanimously (5-0). Parks and Recreation Committee - Request for Concept Plan for CumminRs Park In discussion, Council noted that payment has been made to Planner previously for plans for this park. Mulcahy noted this is a re- vised plan for park, submitted by the special subcommittee. Motion was made by Hicks that McNiesh get Planner Miller's esti- mate for redoing the Cummings Park Concept Plan according to cur- rent proposal. (If more than $500, Council would like to discuss before approval). Motion was seconded by Mulcah~ approved unan- imously (5-0). In a brief discussion Council noted that under the Plan A form of government all expenditures must be Council approved - Village staff, committees and commissions cannot authorize expenditures without prior approval.
