<br />. <br /> <br />Minutes of Regular Council Meeting <br />Village of Arden Hills <br />Monday, March 14, 1983 - 7:30 p.m. <br />Village Hall <br /> <br />Call to Order <br />Pursuant to due call, and notice thereof, Mayor Woodburn called <br />the meeting to order at 7:30 p.m. <br /> <br />. <br /> <br />Roll Call <br />Present - Mayor Robert Woodburn, <br />Michael Christiansen, <br /> <br />Councilmen Thomas Mulcahy, <br />Diaae McAllister. <br /> <br />Absent - Councilman Dale Hicks <br /> <br />Also Present - Engineer Donsld Christoffersen, Bond Counsel <br />Thomas Desna, Treasurer Donald Lamb, Planner <br />Orlyn Miller, Clerk Administrator Charlotte <br />McNiesh, Deputy Clerk Dorothy Zehm <br /> <br />Approval of Minutes <br />McAllister moved, seconded by Christiansen, that the Minutes of <br />the February 28th Council meeting be approved as submitted. <br />Motion carried unanimously (4-0). <br /> <br />Business from the Floor <br />None <br /> <br />Improvement No. SS-83-2, Sewer Extension to 1315 Red Fox Road <br />Mayor Woodburn opened the Public Hearing and Clerk Administrator <br />McNiesh verified that the Notice of Hearing was published in the <br />New Brighton Bulletin on March 3 and 10, 1983, and mailed to <br />affected property owners. <br /> <br />(See attached Minutes) <br /> <br />In discussion, Christiansen said he tends to discount the plan <br />for development of the Reiling property at this time; feels there <br />is some benefit to the property for at least 650'. <br /> <br />Mulcahy said he feels the entire assessment of $19,000 to the <br />Nielsen property seems appropriate; cost seems manageable for the <br />development; leaves the potential for development of the Reiling <br />property clear. Mulcahy said he is slso thinking of a relatively <br />short pay-off; would like to see it all paid in five years or less. <br /> <br />Woodburn said he feels there is some benefit to the Reiling prop- <br />erty; has had no frontage assessments to date; should be of bene- <br />fit to both Reiling and Nielsen properties. <br /> <br />McAllister said she feels the Reiling property does not indicate <br />a ~need" at this point; agrees with Mulcahy. <br /> <br />. <br /> <br />It was noted that, mn order to proceed, four votes are needed to <br />decide the method. <br /> <br />Woodburn said he feels a combination is preferable; <br />Council may wish to continue its deliberation until <br />full five member Council. <br /> <br />suggested <br />there is a <br /> <br />Christiansen moved to table the deliberations until the March 28th <br />Council meeting. Motion was seconded by Mulcahy and carried unan- <br />imously (4-0). <br /> <br />REPORT OF VILLAGE ENGINEER DONALD CHRISTOFFERSEN <br /> <br />Resolution No. 83-17, Approving Plans and Special Provisions for <br />Intersection Revisions on T.H. 51 at Junction of Hamline and <br />Snelling Avenues <br />In discussion, Christiansen said he feels it still poses serious <br />speed problems.
