I see you propose to develop this in one <br />or two pieces at most. Mr. Christoffersen, will the western 250' <br />of the Reiling property have to be pumped into sewer? <br /> <br />DONALD CHRISTOFFERSEN: It would depend on what develops in the <br />area; property is high along the existing sewer line; the ele- <br />vations here are 936.7, 933.6, 935.7, 935.1, 937.2 varies about <br />4' at most; there is a saddle on the property (inaudible) <br /> <br />GEORGE REILING: There is 900' between Nielsen and mine. Force <br />main proposed is about 250' on my property. We'd be assessed for <br />250' we cannot use. We don't need the sewer, and we don't want <br />it. <br /> <br />COUNCILMAN MC ALLISTER: <br />front footage assessment <br />assessed at this time? <br /> <br />The Reiling property has had no previous <br />for sanitary sewer? (inaudible) can it <br /> <br />THOMAS DEANS: I am not aware of previous assessment or City <br />assessment practices, but assessments should be determined at the <br />assessment hearing. (Some inaudible discussion). <br /> <br />MAYOR WOODBURN: If there are no additional comments, I will <br />close the public hearing at 8:23 p.m. <br /> <br />In discussion, Christiansen said he tends to discount the sketch <br />plan for development of the Reiling property at this time; feels <br />there appears to be some benefit to the property for at least <br />650' . <br /> <br />Mulcahy said he feels the entire assessment of $19,000 to the <br />Nielsen property seems appropriate; cost seems manageable for <br />the development; leaves the potential for development of the <br />Reiling property clear. Mulcahy said he is also thinking of a <br />relatively short payoff; would like to see it all paid in five <br />years or less. <br /> <br />Woodburn said he feels there is some benefit to the Reiling prop- <br />erty; has had no frontage assessments to date; should be of bene- <br />fit to both Reiling and Nielsen properties. <br /> <br />McAllister said she feels the Reiling property does not indicate <br />a "need" at this point; agrees with Mulcahy. <br /> <br />Mulcahy noted that in order to adopt a resolution ordering the <br />construction of Improvement No. SS 83-2, four votes are needed. <br /> <br />Woodburn said he feels a combination is preferable; sug@ested <br />that Council may wish to continue its deliberation until there is <br />a full five. member Council. <br /> <br />Christiansen moved to table the deliberstions until the March 28th <br />Council meeting. Motion was seconded by Mulcahy and carried <br />unanimoUSly. <br />
