.

Ex~ract of Minutes
March 14, 1983
Page 4

MAYOR WOODBURN: Thank you. May I ask if I heard the figures
right Mr. Deans? Adding them up, I don't come to the right
figures $16.80 was One proposal per foot?

THOMAS DEANS: $16.18/foot. According to the proposed figures
would be $14,565 to the Reiling property and $9,435 for the
Nielson property and the force main service charge would be
$5600.

MAYOR WOODBURN: And the latter is to be divided how?

THOMAS DEANS:

(inaudible) I don't understand the question.

~ MAYOR WOODBURN: I don't want to ask too many questions now. I'll
come back to that. Excuse me. We're in public discussion now.
Any Comments? Mr. Reiling.

GEORGE REILING: My name is George Reiling, most of you know me.
(inaudible) I think the attorney for Mr. Nielsen is wrong on two
points. (inaudible) don't know how he would know what I. have in
mind for my property (inaudible) as to future intentions for the
use of my property. I had this sketch prepared by (inaudible)
Carley of my proposed use of this property (inaudible) you can
see no use of the proposed sewer extension; this property was
assessed on both sides, double assessment for this sewer; it
serves the property both ways. (inaudible) I was opposed to this
assessment then but engineer (inaudible) explained (inaudible)
he was right and I was wrong. This part will be developed in
one or two pieces; a sewer connection to Red Fox Rosd would not
be beneficial to us. The City csnnot show an increased value to
our property. I don't think you can show thst this increases the
value of our property by at least the cost of the assessment.
I want to emphasize this (inaudible). If Nielsen property is
worth developing, it is worth the sewer cost.

MAYOR WOODBURN: Mr. Christoffersen.

DONALD CHRISTOFFERSEN: Both properties were assessed an area
charge for the inplace sanitary sewer previously. Neither was
assessed a front footage charge.

MAYOR WOODBURN:
development west
this see tion?

Mr. Reiling, why do you propose such a different
of the section line from the portion east of

GEORGE RE ILING: (inaudib Ie) you can't pu t a res tauran t way down
there~ must have large development to the west. We anticipate
smaller businesses east of the line.

COUNCILMAN MULCAHY: I favor a major development over small lots.

GEORGE REILING: We intend to double the size of Emerald Inn.

~
