That's one of the purposes of the meeting <br />tonight - to determine whether there will be any assessments <br />at all or whether part of it will be assessed. <br /> <br />If we have to go out into public financing, however, a <br />minimum of 20% must be assessed. If you don't need any public <br />financing and no bonds, then obviously, if you have cash on <br />hand or other sources, you could handle the improvement like <br />any other improvement - no bonds would be issued and whatever <br />other funds you receive would be utilized for it and no assess- <br />ments would have to be made. It's a judgment call that the <br />Council would have to make on thats~ore. But in order to <br />protect ourselves - that's the reason that we went this <br />route - so that if we ran out of money or some assessment had <br />to be made, the procedure was correct to do so. <br /> <br />MAYOR WOODBURN: Thank you Mr. Popovich. Mrs. McNiesh, <br />do you have any written comments? <br /> <br />MRS. McNIESH: Yes, we did have one. I had one telephone <br />call last week from Sue Knudson who lives at 1130 Pleasant <br />Circle. She stated that she very strongly recommends that <br />when Lexington Avenue is improved, the center lane be stripEld <br />for left turns in both directions, as it is in Roseville. <br />She explained that she was very close to being involved in <br />a three car accident at the intersection of Lexington Avenue <br />and Pleasant Drive. Her car was stoppEld, with the left turn <br />signal on. Another car was behind her, also stopped with the <br />turn signal on. A car coming from the south apparently didn't <br />see the two stopped cars, hit the car behind her and ended up <br />in the oncoming lane of traffic from the north. It's very <br />dangerous the way it is now. Cars are traveling at least 45 <br />miles per hour. That's the only statement I have your Honor. <br /> <br />- <br /> <br />MAYOR WOODBURN: Thank you. JEROME MEYER, 4414 Amble Circle: I had been <br />resigned to the fact that Lexington was going to be widened <br />and create all kinds of havoc along there, but I was not <br />aware that Snelling- not Snelling, but Hamline - was also <br />going to be improved. Do both of them have to be? <br /> <br />MAYOR WOODBURN: They don't both have to be, no. There <br />have been thoughts expressed that both deserve it and should <br />be. There are no firm plans for Hamline at this time. We've <br />asked for coopElrative agreements to see what the State can <br />do with us - on the south end of Hamline.
