Minutes of Regular Council Meeting Village of Arden Hills Monday, January 31, 1982 - 7:30 p.m. Village Hall Call to Order Pursuant to due call and,notice thereof, Mayor Woodburn called the meeting to order at 7:30 p.m. 9. Roll Call Present - Mayor Robert Woodburn, Councilmen Thomas Mulcahy,Michael Christiansen, Diane McAllister, Dale Hicks. Absent - None Also Present - Engineer Donald Christoffersen, Treasurer Donald Lamb, Clerk Administrator Charlotte McNiesh, Deputy Clerk Dorothy Zehm. Approval of Minutes Hicks moved, seconded by McAllister, that the Minutes of the Jan- uary 11th Council meeting be approved as submitted. Motion carried unanimously (5-0). Business from the Floor None ~~oposed Lexington Avenue Reconstruction to County Road G2 Wayne Leonard, Ramsey County Coordinating Engineer, displayed plans for the proposed Lexington Avenue reconstruction from a point approximately 700' north of County Road F to 200' - 300' north of County Road G2, providing for two lanes northbound and two lanes southbound with concrete medians for left turn lanes at Control Data, Hwy. 96 and Shoreview Shopping Mall, where road widens to 68' face to face, from 48' in width. Leonard noted that a detached pathway is proposed on the esst side to Victoria where it is proposed to croas to the west side north to County Rd. G2; reported that Shoreview's pathway committee has suggested that the path cross to the west side at County Road F (at semaphore) instead of at Victoria; noted that this can be done, if this is desired. Leonard explained that the cities are responsible for acquiring necessary construction and r.o.w. easement, 3/4 of curb and gut- ter costs, storm drainage costs (anticipates this to be minimal); estimated detached pathway cost at $34,000; $20,000 to be paid by Ramsey County; balance by municipalities. Leonard reported the following schedule in order to have the re- construction under contract by July 1, 1983: . -municipal public hearings in February -plans to highway department in early March -municipal approval by mid-April. at latest -County approval in May and advertise for bids -bid opening in June Christoffersen noted that the drainage was studied when the Karth Lake area was developed; noted that internal drainage was designed to carry drainage from Lexington Ave.; referred to his letter of 1-27-83 re cost estimates by County of Arden Hill's share of the project: -curb and gutter -bituminous walkway -right-of-way and tempo- rary construction easements -drainage Engineer's estimate of -administration, engineering, legal costs @ 15% Total improvement costs ~34,500 7,700 10,000 5,000, plus 8,580 $65,780 ($66,000)
