Why 1s concrete curb and gutter necessary north of Hwy. 96 <br />On west side? <br /> <br />Leonard explained that the cost of concrete curb and gutter vs. <br />cost of extended shoulder with bituminous curb is about the same; <br />concrete curb is better and more permanent and therefore cheaper. <br /> <br />It was noted that the cost of curb/gutter is paid 3/4 by the city, <br />with probably no cost for shoulder extension and drainage ditch. <br /> <br />2. What is height of proposed retaining walls and fencing? <br /> <br />. <br /> <br />Leonard explained that in some areas the yards are low in compar- <br />,ison to the roadway and pathway; timber walls, with chain link <br />fence on top are propoaed as a barrier; noted that rock wall and <br />split rail fence could be substituted if desired. (About 3~'-5~') <br /> <br />3. Concern was expressed re proposed pathway crossing at Victoria <br />at point of poorest visibility; also of concern was the need for <br />a considerable amount of fill at pond area; to create pathway on <br />west side. <br /> <br />Leonard explained that the pathway was requested on the west side <br />for access to the park; also is considered preferable because of <br />existing adequate r.o.W. on the west and steep driveways on the <br />east side. Buckley said there is a real need for access to Cum- <br />mings Park from the northeast corner of Arden Hills. <br /> <br />4. It was queried whether the County will use its entire $20,000 <br />pathway budget on this pathway. <br /> <br />Leonard said the entire amount will go into this project. <br /> <br />,5. Maintensnce of the pathway was queried. <br /> <br />Leonard said the pathways will be dedicated to the municipality <br />in which it is located, after which it will be the municipality's <br />responsibility to maintain,police, repair, replace etc. Leonard <br />noted that pathways are usually considered "seasonal", and are <br />not kept clean all year. <br /> <br />An~Holewa, 4480 Pleasant Drive, asked if the road is designed <br />for four lanes (two lanes each direction)? <br /> <br />Leonard said two lanes each way can be accommodated; can be oper- <br />ated and striped for one lane each way, with parking if desired- <br />County can control two or four lanes; when four lanes are needed, <br />will operate as a four lane road. Leonard said it is not the <br />County's intent to stripe with left turn lane in center, but it <br />can be done; noted this would not be appropriate from Victoria <br />south - balance can be striped as it is south of County Road E. <br /> <br />Jerry Meyer, 4414 Amble Circle, said he has a line of fir trees, <br />about 7' high, on, or within his property line. Leonard said <br />a construction easement would be requested; can make provisions to <br />transplant or replace trees or reimburse for trees; noted that if <br />County transplants or replaces trees, they are guaranteed for one <br />growing season beyond the time planted (e.g. Sept. '83 thru '84 <br />growing seasons). Leonard explained that the specifications will <br />address the agreement (a joint acceptance arrangement). <br /> <br />. <br /> <br />Meyer asked if County will repair fence if it is broken by County <br />plows. Leonard explained that the County will repair damage to <br />fence caused by plows. <br /> <br />Don McAdams, 4460 Pleasant Drive, asked if the proposed wall will <br />give the appearance of "Fort Apache". Leonard described the walls <br />to be of timber, smooth side to the residence (rock wall would <br />also be acceptable); noted that the cost difference is insignifi- <br />cant. Another alternative would be a sodded 3-1 slope between path <br />and residential property if desired; noted that options will be <br />worked out. <br /> <br />-2- <br />
