Christiansen reported that the Finance Committee is working on projection on investments for 1983 budgeted @ 11%; may re-eval- uate at 9% rate. Christiansen reported that the I Iicommittee is looking for some direction from Council. In discus- sion, it was noted that Council is waiting to see how Roseville's experimental project works out; Council is looking for "seed money" to conduct a similsr project, if feasible, possibly in next year's budget. . McAllister noted that Pilgrim House is apparently permitting meet- in~of various organizations at its facility in Arden Hills; sug- gested they be notified that these meetings are in violation of their special sanitary sewer connection deferral. Council concurred that Pilgrim House be advised of this violation. McAllister reported that the Cable TV Citizen Advisory Committee would like to know its goals; noted that the next meeting is scheduled February 10th at 7:30. In discussion it was suggested that it will be necessary for the Committee to first obtain the time structure Arden Hills will have, and then fill the schedule in the best interest of the City. McAllister reported the Committee has scheduled the second Thurs- day of each month for its regular meetings. Hicks reported that he is on the YSB finance committee which is currently determining the portion of the budget to be funded by the cities; will be meeting with Chris Clausen relstive to Arden Hills' participation. (Youth Service Bureau). Woodburn referred Council to correspondence from Lynden (1-17-83) re manufactured housing. Council concurred that a copy of the letter be forwarded to Planning Commision Chairman Winiecki, sug- gesting that the matter be deferred pending apparent further leg- islation. REPORT OF CLERK ADMINISTRATOR CHARLOTTE MC NIE~H 1982 Interest Rate on Temporsry Transfers Council was referred to McNiesh's memo of 1-13-83. Christiansen moved, seconded by McAllister that 11.4% be used to calculate interest on temporary transfers and on the balance due to Allied Painting. Motion carried unanimously (5-0). 1982 Revised Use of Federal Revenue Sharin~ Monies Council was referred to McNiesh's memo of 1-27-83. Hicks moved, seconded by McAllister, that Council schedule the first hearing On the 1982 Revised Use of Federal Revenue Sharing Monies at 8:30 p.m. on February 28th, as listed in memo. Motion carried unanimously (5-0). . Claims and Payroll Hicks moved, seconded by McAllister, ~hat Council approve the Claims and Payroll as submitted. Motion carried unanimously (5-0). School Bus Parking McNiesh reported that school buses are now lining up on County Rd. &2 in the afternoons; Sheriff Deputy reports this does not seem to create any traffic hazards or problems. McNiesh was requested to check on the morning line up as well, which has apparently been a problem on Old Highway 10.
