<br />. <br /> <br />. <br /> <br />... <br /> <br />Minutes of Regular Council Meeting <br />Village of Arden Hille <br />Tuesday, January 11, 1983-7:30 p.m. <br />Village Hall <br /> <br />Call to Order <br />Pursuant to due call and notice thereof, Mayor Woodburn called the <br />meeting to order at 7:30 p.m. <br /> <br />Roll Call <br />Present - Mayor Robert Woodburn, Councilmen Dale Hicks, Diane <br />McAllister, Thomae Mulcahy, Michael Christiansen <br /> <br />Absent - None <br /> <br />Aleo Preeent - Treasurer Donald Lamb, Planner Orlyn Miller, Clerk <br />Administrator Charlotte McNieeh, Deputy Clerk <br />Doro thy Zehm <br /> <br />Approval of Minutes <br />Hicks moved, seconded by McAllieter, that the Minutes of the <br />December 27th and January 3rd Council meetinge be approved as sub- <br />mitted with the possible change to the December 27th minutes, <br />after verification of number of years representation on cable com- <br />mission is based on 1/5000 population, before amendable (p.2, 2nd <br />paragraph of Cable Commiesion Report). Motion carried unanimously <br />(5-0). <br /> <br />Business from the Floor <br />None <br /> <br />REPORT OF VILLAGE PLANNER ORLYN MILLER <br /> <br />Case No. 82-25, Amended Special Use Permits - Preebyterian Homes <br />of Minnesota <br />Miller reviewed the initial plan, consisting of 52 clueter unite <br />in nine buildings, which wss preeented at the December let Public <br />Hearing; noted that concerns were expressed by neighbors to the <br />east (Shorewood Drive) and neighbors to the north (Sandeen Road). <br />Miller reported that, subsequent to hearing, separate meetings <br />have been held with the residents of both areas in an effort to <br />resolve their concerns. Miller suggested thst it seems appropri- <br />ate to eeparate the two areas since the north area concerns in- <br />volve the existing site, while the concerns of the easterly resi- <br />dents relate to the proposed new cluster unit development of the <br />site. <br /> <br />Miller reported that the Planning Commission recommended approval <br />of a revised plan consisting of 44 units in 7 etructures, with 7 <br />contingencies (listed in Planning Commission Minutes of Dec. 1, <br />1983). Miller reported that the grading and drainage plans have <br />been given verbsl approval by RCWD, and the City Engineer said he <br />has no problem with the plans as presented to RCWD. Miller re- <br />ported that the Planning Commiesion, at its January 5th meeting, <br />reviewed the revised site plan and landecape plan and unanimously <br />recommen~approval thereof contingent upon the applicant addrees- <br />ing the .landscaping concerns at the Sandeen Road access drive and <br />along the east property line (Shorewood Drive). <br /> <br />Miller reported that approval of the plans by the Fire Dept. has <br />not been received to date, nor has appropriate accees to the City <br />lift station been resolved. Miller said he understands the appli- <br />cant has agreed to provide an easement for the Koepp driveway <br />across Presbyterian Homes property to Shorewood Drive. Miller re- <br />ported that the sccees drive from County Rd. D to the Sutton Place <br />eite remains unresolved; City Engineer recommends a 32' wide (street <br />widt~ single access drive rather than the boulevard access recom- <br />mended by the Planning Commission (divided access). Miller re- <br />ported that the revised plan does provide the 70' building set- <br />back from the east property line, recommended as the 7th contin- <br />gency of approval. <br />
