<br />. <br /> <br />.Minutee of Regular Council Meeting <br />January 11, 1983 <br />'Page Seven <br /> <br />In responee, Mr. Baker said we want access to the woods for <br />walks; don't want any thing to get in the way; we recognize the <br />need for links, but the neighbors also have needs. <br /> <br />Shea said the link is needed; it will be more difficult and more <br />expeneive to construct without the building; it is not feasible to <br />construct it underground. <br /> <br />. <br /> <br />Number of units considered to be acceptable ty Council members <br />were: <br />Hicks - 44 not acceptable <br />McAllister - 40, if northeast building is eliminated <br />Christiansen - 44 units <br />Mulcahy - 44 units <br />Woodburn - 40 units <br /> <br />McAllister eaid she has difficulty with the neighborhood feeling <br />that they have rightful access to traverse the woods and gardens <br />of Presbyterian Homes, which ie private property. <br /> <br />Baker said we don't want this to end. <br /> <br />Hagstrom noted an alternate pathway from the east neighborhood <br />along the lake and around the main building; which is also open <br />to area residents. <br /> <br />Hagstrom eaid they try to allow outside accese, but do have to <br />control it at times; noted that a compromise must be reached; <br />stated their first consideration is for the elderly residente; <br />explained it is important for the home to link up our people; <br />noted there are about two miles of pathways, even if the link is <br />built ae proposed; links must have security doors. <br /> <br />Reid said he is confident the desired linkage can be planned with <br />the neighbors and re-designed; feels the grade can be adjusted <br />for the connection. <br /> <br />It wae stated that 44 units was considered to be our bottom line; <br />if we can work out something at 40 units, we will if it is feas- <br />ible. <br /> <br />Miller noted that the alternate access drive has not been Aie- <br />cussed; explained that a boulevard access (2 16' wide lanes) was <br />recommended for aesthetic reasons; City Engineer prefers a 32' <br />wide single driveway acceas. Miller eaid he feels 32' is wider <br />than necessary for the anticipated traffic; noted this access ie <br />also the existing service access to Sutton Place; noted that <br />either would no doubt be acceptable to the Fire Chief. <br /> <br />Mulcahy moved, seconded by Hicke, to table the motion. Motion <br />carried unanimously (5-0). <br /> <br />. <br /> <br />North End Neighborhood Concerns <br />Mr. Ed Reid reported that he met with some of the Sandeen Road <br />residents; was surprised at what they actually see looking across <br />to the Presbyterian Homes property; noted he was not aware of how <br />this area wae viewed prior to his recent on-site meetings. Reid <br />explained that a service area has been created; trucks and buses <br />are parked there, semi-trucks enter here and deliver perishables <br />to the lake side of the main building (kitchens); area is also <br />used to park about 20 cars. <br /> <br />Reid said he proposee to construct a 6'-8' high berm which, when <br />planted, will provide a acreen from a portion of the parking and <br />storage area, and also cut the noiee for the neighbors. Reid said <br />they basically have agreed with this solution. Reid said he can- <br />not hide the access area, but propos~evergreen planting on a 4'- <br />5'berm to help buffer the view and the sound of air conditioner. <br /> <br />Reid said the delivery system to the lake side of the resident <br />building has been discussed with our board; appears it can be re- <br />duced, but do not know if they can be eliminated entirely. <br /> <br />-7- <br />
