<br />. <br /> <br />Minutes of Regular Council Meeting <br />January 11, 1983 <br />Page Eight <br /> <br />Guest said the lake side of the reeidence building was originally <br />planned to be all grass; all deliveries were to be made to the <br />other building at the underground service area; said it is incon- <br />ceivable to him why deliveries of any kind are needed to the lake- <br />side building; it's noisy and the whole point was to put this <br />underground; it was a part of the original building permit approv- <br />al; would like Council to require the elimination of this delivery <br />area at the lake side building. <br /> <br />Reid said the area where the 3 buses and our tractor are parked <br />will be screened; noted there are 3 to 5 cars of handicapped <br />employees that park daily in this lakeside parking area also, plus <br />the mail delivery employee's car. Reid said all other parking <br />can be eliminated from this area. <br /> <br />. <br /> <br />Mr. Guest said he feels a new attitude of cooperation to resolve <br />their problems; noted that another problem is the intensity of <br />trucking; is concerned re the possibility of centralized shipping <br />and receiving for off-site facilities (e.g. Johanna Middle School <br />site); wants this site limited to service for this site only; <br />would like this included in the Special Use Permit. <br /> <br />It wae noted that the fire department requested the lake side <br />drive area to remain for use as a fire lane. Hagstrom noted that <br />the City aleo usee this area for parking when eervicing the lift <br />station; has no problem with occasional truck accese to the lift <br />station as they do now when it is necessary. <br /> <br />Hans Lagerstrom, Sandeen Road, asked why City bothers to post <br />Sandeen Road in the spring; trucks come in On it anyway. <br /> <br />Miller noted that whether or not the existing Special Use Permits <br />are amended for the cluster multiple housing proposal, they can <br />be adjusted to cover additional landscaping and parking require- <br />ments. <br /> <br />Resolution No. 83-6, Authorizing the Joint and Cooperative Agree- <br />ment for Administration of a Cable Communication System <br />McNiesh reported that there is apparently no problem with Council's <br />recommevdation to clarify the wording (Section 10, page 6) ineert- <br />ing "shall cause" audit to be made; noted that Bauer explained <br />that the recommendation to include the requirement to operate <br />within the budget, would probably necessitate returning the agree- <br />ment to all the franchise cities for approval. <br /> <br />Hicks moved, seconded by McAllister, thst Council adopt Resolution <br />No. 83-6, with the chsnges as outlined (Section 10, page 6). <br />Motion carried unsnimously (5-0). <br /> <br />Approval of Finsl Pavment and Accept Improvements: <br /> <br />A. No. P 80-1, County Rd. E Street Lighting, People's Elect. <br />B. No. ST 81-2, Storm Drainage, LaMetti & Sons. <br /> <br />Hicks moved, seconded by McAllister, that Council approve the final ~ <br />payments to People's Electric (No. P. 80-1) and LsMetti & Sons <br />(No. ST 81-2) and accept the County Rd. E Street Lighting and <br />Storm Drainage Improvements. Motion carried unanimously (5-0). <br /> <br />OTHER BUSINESS <br /> <br />Karth Lake Meeting with Residents <br />McNiesh reported that Walt Fowler, Ramsey County Sheriff's Office, <br />ie scheduled to meet with Karth Lake area residents at 7:30 p.m. <br />at the Village Hall on Thursday, January 27th. <br /> <br />Hicks will attend the meeting which was requested by Mrs. Einan. <br /> <br />Edgewood Community Center Meeting <br />McAllister will attend the meeting which she reported will be con- <br />ducted by Mounds View School District. <br /> <br />-8- <br />
