ARDEN HILLS SPECIAL CITY COUNCIL WORK SESSION — JULY 14, 2025 2 <br />Councilmember Holden asked if Council is allowed to discuss Attachment B, only, or can <br />discussion include landscaping and all the other items in the table. <br />City Administrator Jagoe said in regards to development standards, she provided a quick recap <br />on pages 2 and 3. We can go as far into the discussion as Council would like. <br />Councilmember Holden would like to see the standards for landscaping remain, as is. If the trees <br />don't fit on the lot they put money into the pot. <br />City Administrator Jagoe said the Planning Commission were sensitive to not reducing the <br />requirement for the number of trees to be planted. The consultants will come back with a couple <br />of different options for Council to look at. <br />Councilmember Weber said it seems like this is for new construction rather than the existing <br />replacement calculations. He assumes the existing calculations won't change. <br />City Administrator Jagoe believes this is just new construction. <br />Councilmember Weber said if the City can get more trees out of it, he won't argue against it. <br />Mayor Grant agrees the landscaping is fine, as it is. We are a pro -tree community. <br />Councilmember Rousseau agrees we should focus on maintaining what we have. <br />Councilmember Holden does not want HKGi to come back with any alternatives on how to <br />calculate it. We should use the one we have. <br />City Administrator Jagoe asked if Council would want to be made aware of changes to setbacks <br />or parking that might impact how trees are calculated. <br />Council agreed that the Tree Ordinance is fine, as it is today. <br />Councilmember Weber said if setbacks or parking lot coverage changes, that through default <br />through the City's current plan, would lower the number of trees. <br />City Administrator Jagoe said the tree requirement is based on the square footage of the <br />building being built. The consultants see the potential that if someone tried to satisfy the <br />requirements, there could be over -crowding or risk to the future health of the full grown trees. We <br />rely on the builder's landscape architect to provide the full design plans, so everything should tie <br />out. We would get the payment or trees elsewhere in the City, in lieu of meeting the requirements <br />on the site. <br />Mayor Grant clarified that Council is saying there should be no changes. <br />Councilmember Holden said there are maximum details regarding electric vehicle (EV) <br />charging but handicap parking isn't addressed. A lot of places only have two spots and it's not <br />enough. <br />
