ARDEN HILLS SPECIAL CITY COUNCIL WORK SESSION — JULY 14, 2025 3 <br />City Administrator Jagoe said there is no requirement for that. That is established through the <br />Building Code. <br />Councilmember Holden said if it wasn't a PUD or CUP Council wouldn't see it and would <br />never know. She thinks we need to look at that. <br />Councilmember Weber asked if our Building Code is based on State code. <br />City Administrator Jagoe confirmed. <br />Councilmember Holden said it reads that "all new 1-unit and 2-unit dwelling developments will <br />provide EV charging stations". If someone builds a single family home, do they have to have an <br />EV charging station? <br />City Administrator Jagoe said this was standard language. She isn't sure exactly what HGKi <br />will be presenting. There is best practices standard language that is out there in the industry. <br />Council will see that and will be able to provide comment. The Planning Commission didn't go <br />through, line by line. <br />Councilmember Holden doesn't know how much that would add to the price of a home. She <br />wouldn't want this to put people out of reach from getting a home. <br />Councilmember Weber understands that AC Level I is, that's a typical 30-amp garage outlet. <br />He thinks it's just a device plugged into a wall. That's all we're requiring. <br />City Administrator Jagoe recalls the discussion was this would get to EV-ready infrastructure. <br />She would have to go back and check if it requires stations on commercial properties. <br />Councilmember Holden she doesn't understand why it's in there, since the building code would <br />already require there to be outlets. <br />Councilmember Weber thinks 20-amp is the lowest amperage you will find in a garage and this <br />exceeds that. He would appreciate having this point clarified, as well. <br />City Administrator Jagoe will request that the consultants verify that this is just a standard wall <br />outlet. She will also look at what the const implication are for new construction in requiring this. <br />Councilmember Weber added that he isn't against a higher requirement for new construction. <br />Councilmember Rousseau would like to know the costs to install that after it was built. <br />City Administrator Jagoe will share all of that feedback with the consultants and see what they <br />bring back to Council when this discussion item comes back with the draft language. Her <br />messaging to the consultants is either Council is ready to see something in draft form or that <br />Council has questions and would like additional information on something. <br />Councilmember Holden doesn't understand the entire section. If someone builds a building, <br />they're going to put these chargers in. She thinks this is a lot more work for Staff. <br />
