ARDEN HILLS SPECIAL CITY COUNCIL WORK SESSION — JULY 14, 2025 5 <br />City Administrator Jagoe said there are some standards that could be explored. She asked if <br />Council would like to look at dynamic signs, or stay with the language that is already in place. <br />Councilmember Weber said we can't regulate the content of a sign. With a dynamic sign there is <br />a lot more possibility. <br />City Administrator Jagoe agreed. She said what we can do is say the content has to be related to <br />a business that is on premise. <br />Councilmember Holden said that's right now. Two months from now it could be changed to say <br />it's their sign, they can do what they want. <br />City Administrator Jagoe asked if Council wants the consultants to bring back a version that <br />includes dynamic signage. <br />Councilmember Weber said he would like to hear the answers to Councilmember Rousseau's <br />questions. <br />City Administrator Jagoe said she will ask the consultants to provide high-level options to <br />consider. <br />Councilmember Holden asked if two parking spaces for a dwelling unit is enough, given we <br />don't allow parking on the street. <br />City Administrator Jagoe said two spaces per dwelling unit is what is required today. The <br />proposed language is just splitting out the difference between dwelling single and two from <br />dwelling multi -unit. They are changing the text, but two spaces per unit is the standard today. <br />Councilmember Holden asked Councilmember Rousseau if 1 space per four students enough for <br />secondary schools. <br />Councilmember Rousseau said that is hard. We're talking about high school in our area. She <br />knows that is very competitive with the high school. <br />Councilmember Holden said that is why she's questioning if it should be fewer students per <br />space. <br />City Administrator Jagoe will request they reduce, to increase the requirement. <br />Councilmember Rousseau asked if the category "School Specialized Education" is the colleges. <br />Councilmember Weber asked if anyone reached out to Mounds View and ask what they <br />thought. <br />City Administrator Jagoe does not think they have, but she will confirm with the consultants. <br />We are in the early stages of seeking general direction. <br />
