ARDEN HILLS SPECIAL CITY COUNCIL WORK SESSION — JULY 14, 2025 6 <br />Councilmember Weber said they may prefer a higher requirement so more kids ride the bus and <br />makes transportation more affordable. <br />Councilmember Holden said or they will park on the street and we have to put out signs. <br />Mayor Grant said all of the existing language will be grandfathered unless we change it. <br />City Administrator Jagoe confirmed. She verified a question from earlier that the colleges and <br />universities are under "Schools Higher Education". The "Schools Specialized Education" are <br />beauty, art, music, dance, driving schools. <br />Councilmember Holden said that "Higher Education" isn't on the list in front of them. <br />City Administrator Jagoe said this table does not include every land use category that exists in <br />the ordinance. This is a sampling of all of the uses. <br />Councilmember Rousseau would be interested in better understanding about the standard for <br />Higher Education. There is a college in our community and the under -freshmen don't have cars. It <br />would be nice to allow spaces for them to have cars so they can go out into the community <br />without walking down the railroad track. <br />Mayor Grant isn't sure how we handle a university that is half in Arden Hills and half in <br />Roseville. He said we can't tailor this code thinking of one college. <br />Councilmember Holden said there were a lot of reasons that building height in nonresidential <br />districts were limited at 35 feet. She would not want to increase that. <br />Councilmember Weber agrees. We have the PUD process. The applicant could tell us why they <br />want to go higher and Council could approve or deny. <br />Councilmember Holden asked for a definition of "Recreation, Outdoor Commercial". This says <br />50 spaces. When there are soccer games at Hazelnut, there are easily 50 cars in that parking lot. <br />That's just two teams. <br />City Administrator Jagoe said that category was added approximately two years ago for <br />businesses like Flaherty's. It's limited to one zoning district. It must be accessory to an existing <br />commercial recreational indoor use and there is a certain square footage allowed. <br />Councilmember Weber said public spaces aren't applicable to anything on the list. <br />Councilmember Rousseau said we haven't discussed Recreational Outdoor Commercial use. It <br />seems like in a retail space they can have an indoor recreational use with a slide park. She doesn't <br />want Council to get ahead of itself. <br />Councilmember Holden said someone could buy a piece of land and make an outdoor <br />recreational thing out of it. She just wants to make sure there is enough parking. <br />Council discussion moved to the principal uses on the table. <br />
