ARDEN HILLS SPECIAL CITY COUNCIL WORK SESSION — JULY 14, 2025 8 <br />Mayor Grant said we need to define data center. He said he could see Land O Lakes or Boston <br />Scientific having data centers that we may not know about. There are the data centers that are <br />mass data storage and collection. We need to define what we will allow and won't allow. <br />Councilmember Rousseau said she understands local businesses might have on -site servers. <br />That is different than a big data center. She would want to know water usage and how many jobs <br />they bring. It will be disappointing. The PUC hasn't regulated them yet, either. <br />Councilmember Weber said that if one of the bigger local companies wanted a data center, they <br />will apply to change the code. They have already made significant investments in their buildings. <br />He would like to learn about the use of resources and the jobs possibilities. <br />City Administrator Jagoe will get some introductory information on the topic from the <br />consultant. <br />Councilmember Rousseau asked about Commercial, Recreation Outdoor. <br />City Administrator Jagoe said that is a typo on HGKi's part. It exists today as an accessory use <br />in the B-2 District. They said it is conditional but it is accessory only right now. It should read <br />there must be a Commercial, recreation -indoor use and then commercial, recreation -outdoor can <br />be an accessory use. <br />Councilmember Holden asked if Storage facility, personal is storage units individuals can rent. <br />She would hate to see any undevelopable land be used for that. She said in the 694 and 35W area <br />it would be all you see. <br />Councilmember Weber said it isn't allowed in that area. <br />City Administrator Jagoe said this us is being recommended in the Industrial I-1 and 1-Flex <br />Districts. <br />Councilmember Holden doesn't want it there. Those things are huge with lots of traffic, theft <br />and require extra policing. <br />Councilmember Rousseau added they don't employ very many people. <br />City Administrator Jagoe asked if that is another use they would like to strike. <br />Council agreed. <br />Councilmember Holden said if we get a utility substation she wants one that gives electricity to <br />the citizens more than they do now, considering there are so many power outages. She asked if we <br />can make them guarantee that? <br />Discussion ensued regarding the location of current substations and if they should be allowed. <br />City Administrator Jagoe said a utility substation is a conditional use in the I-1 District. <br />
