ARDEN HILLS SPECIAL CITY COUNCIL WORK SESSION — JULY 14, 2025 9 <br />Councilmember Holden asked if we will get more information to determine if we want to take it <br />off the list. <br />Councilmember Rousseau would like more clarification about why this use is there. <br />Councilmember Weber said it exists now. This isn't a change. <br />City Administrator Jagoe will verify if there are any existing in the City today. <br />Council discussion moved to the accessory uses on the table. <br />City Administrator Jagoe said she still has the feedback from Council's previous discussion <br />regarding Home Occupation, Class I and Class 2. That one will come back. <br />Councilmember Holden asked what Day care, group or family means. <br />City Administrator Jagoe said they would not be allowed as an accessory use to something else. <br />All accessory uses need to have a principal use first. <br />Councilmember Holden asked if a manufacturing company could put in a daycare like Land O <br />Lakes has. <br />City Administrator Jagoe replied if you're a Manufacturing and Processing, Class I and you <br />wanted to do a family daycare of 10 or less, you can't. That accessory use is not allowed in the <br />Industrial Districts. <br />Councilmember Holden said she has an issue with a major business not being allowed to have a <br />daycare center for their employees. <br />Councilmember Rousseau asked if Land O Lakes built today and wanted to put in New <br />Horizons, they wouldn't be able to? <br />City Administrator Jagoe said it's part of the PUD. The daycare is open to the public, not just <br />Land O Lakes employees. It is a stand-alone principal use. There is two uses going on there. <br />There is a PUD for the two uses on the one site. <br />Councilmember Rousseau said that recently changed when they came in and did that sign. <br />Before it was strictly for Land O Lakes employees. Boston Scientific also has a daycare strictly <br />for Boston Scientific employees. She is not in favor of restricting other businesses from <br />developing their own daycare. <br />City Administrator Jagoe summarized she is hearing Council say to look at the ordinance <br />language so if a business wants a daycare within their facility, servicing just their employees, we <br />want to find a mechanism to allow that. <br />Councilmember Holden asked if that would cover churches, too? <br />Discussion ensued regarding churches and colleges that have daycare facilities. <br />
