ARDEN HILLS SPECIAL CITY COUNCIL WORK SESSION — JULY 14, 2025 18 <br />Councilmember Rousseau asked what the cost was. <br />Public Works Director/City Engineer Swearingen will have to double check but he believes it <br />is under $200,000. <br />Councilmember Rousseau asked if anyone could think of other items. <br />Discussion ensued regarding the parking lot share with the church at Hazelnut Park. <br />Councilmember Rousseau said that's all she can think of but she would like to hear about the <br />earlier question of what the PIR would look like with $50,000 more a year. <br />Councilmember Holden asked if we are going to look at Cummings basketball court. We created <br />a maintenance system. That was part of the master park plan. <br />Mayor Grant said the basketball court was resurfaced but the backboards and hoops need to be <br />replaced. We don't want to rip the foundations out but a backboard could be mounted on the <br />existing poles with some customization. <br />Councilmember Holden said it should be put in the 5-year plan, too. <br />Councilmember Rousseau asked if they cost more than $5,000. <br />Mayor Grant said yes. <br />Councilmember Weber asked how we would pay for bonding if we don't want to increase the <br />levy. <br />Finance Director Yang said we would have to increase the levy just enough to cover the debt <br />service. <br />Councilmember Weber thinks that will be a lot more than $50,000 a year to that fund. <br />Councilmember Holden asked if we can bond for Park and Recreation services instead of one <br />specific project. She said if we make a list of all the other little things that need to be done and <br />when we bond for Lake Johanna we do those, in addition. <br />Finance Director Yang confirmed. You can have a list of projects. <br />Councilmember Holden said we don't want to bond more than once because of the cost of <br />bonding. <br />Mayor Grant said the interest cost on the bonds is what is concerning. He said we are paying an <br />extra $1 million for the Fire Station on $3 million. If you can pay for it without bonding you are <br />very far ahead. He said Lake Johanna Trail is scheduled in 2028. Our bonding from the water <br />project is up in 2028. <br />Finance Director Yang said it ends in February of 2029. <br />
