ARDEN HILLS SPECIAL CITY COUNCIL WORK SESSION — JULY 14, 2025 19 <br />Councilmember Holden said by the time we would take out the new bond, there would only be a <br />few months overlap. <br />Mayor Grant said we have talked about pre -paying the fire department after nine years but we <br />won't really save that much. You're at the end of the payment schedule where the interest charges <br />are fairly low. <br />Councilmember Weber asked about the water bonding. He asked if that money comes directly <br />from the Water Fund. <br />Finance Director Yang confirmed. <br />Councilmember Weber said that doesn't really do anything to resolve the PIR issue. <br />Mayor Grant said because it's an Enterprise Fund. <br />Councilmember Weber asked if we can build the Lake Johanna Trail without bonding. <br />Finance Director Yang said no. She pointed to a chart on the Capital Improvement Plan that <br />does not include the Lake Johanna Trail. The chart on the next page shows what it would look <br />like if we were to add it. <br />Councilmember Weber said we would be ending 2027 with less than $400,000 in the PIR. That <br />implies that we could get there, but it may not be a good idea. <br />Councilmember Holden said the question is how much we should increase the PIR to get to <br />2028. We should come up with a number and then have a calculation on what it should be. <br />Councilmember Weber agreed and have multiple options. <br />Mayor Grant asked if that is a decision we want to make today. <br />Councilmember Holden asked how much more deterioration would force the 2028 PMP project <br />to be a full reconstruct vs. reclamation. <br />Public Works Director/City Engineer Swearingen said he will be taking pavement cores this <br />year around that site. <br />Councilmember Holden said if we move that out a year, that would help. <br />Public Works Director/City Engineer Swearingen said he is considering breaking it up into <br />two projects and shifting everything out two years. <br />Councilmember Rousseau wondered if we decided to bond the $300,000 Caseloader would that <br />have any impact on the funds with the CIP so we wouldn't have to adjust the levy for it. <br />Councilmember Weber said we're still not to the request for additional funds for the Equipment <br />Fund. <br />
