ARDEN HILLS SPECIAL CITY COUNCIL WORK SESSION — JULY 14, 2025 21 <br />Councilmember Holden isn't saying to avoid bonding. For the trail, Trident will give us the <br />money and the County will give us money and grants will be paid 50% up front. <br />Councilmember Weber wants to know if that is feasible. It's not $1.2 million anymore. The <br />Trident money is minus the $200,000 we gave back to them. Even with that money and the <br />supposed $1 million up front. He asked if we can float that another year. What does that look like <br />for 2026 at the beginning of the PIR. Can we make it to 2027 with a functional PIR that's not in <br />the red, and pay for all of the projects without bonding. <br />Finance Director Yang said we can't long term. We may be able to cover a few years but we <br />need a long term solution. <br />Councilmember Weber asked if we can make it to Lake Johanna without bonding. It seems <br />inevitable that we will have to bond. He wants to know how long we can delay that. The most <br />money we're going to get is from the 2026 trail and PMP. <br />Discussion ensued regarding if the work session should be adjourned or recessed. <br />Council recessed the work session at 6:59 pm. <br />Council reconvened the work session at 7:28 pm. <br />Councilmember Holden agrees with Councilmember Weber that we should increase the PIR to <br />make sure we make it to 2028. The question is how much we want to increase it. She asked if <br />Council has given direction to bring back options. <br />Finance Director Yang said that is what Councilmember Weber asked for. <br />Councilmember Weber said we should see multiple options. <br />City Administrator Jagoe said she would work with Finance Director Yang on the park <br />dedication fees to make sure we've accounted for the Trident development. <br />Councilmember Holden would like to see a list of items that could be moved out until 2028 <br />when we bond for Lake Johanna. She asked if we can bond for equipment. <br />Finance Director Yang confirmed we can. <br />Finance Director Yang moved to the Equipment Building Replacement Fund. She said the <br />current levy is $100,000 she is proposing that be increased to $250,000. That would help us <br />absorb some of the project expenditures, moving forward. <br />Councilmember Holden asked how many levy points the $150,000 increase would be. <br />Finance Director Yang said 2.5. <br />Councilmember Holden asked if the plow on page 48 can be bumped. She said it is listed as a <br />Priority 3. It's a 2016. <br />
