ARDEN HILLS SPECIAL CITY COUNCIL WORK SESSION — JULY 14, 2025 25
Councilmember Holden was only looking at water. She wasn't looking at the other ones because
we don't know when the state is going to say we have to start dredging. We know we'll never
have enough to do the dredging.
Public Works Director/City Engineer Swearingen said there are three significant pond dredges
programmed in 2028. That's where the big dip in the fund is coming from and it's another reason
the PMP was inflated so much.
Mayor Grant asked if Council was comfortable with 4%, 6% and 6%.
Councilmember Holden said we pay significantly higher water bills than other communities.
That's because we have fewer residents and a larger area to cover.
Mayor Grant added we don't have our own wells.
Councilmember Holden said $200-$300 a quarter can make a difference to people when they get
that bill.
Council agreed on 4%, 6%, 6%.
Mayor Grant asked if there was any more discussion on the Enterprise Funds.
Councilmember Weber asked which option was included for the Karth Lake pump in the 2026
PMP.
Public Works Director/City Engineer Swearingen said Council directed to move forward with
option 2 but also present option 3 to the watershed to gauge their appetite for funding. He hasn't
had that discussion.
Councilmember Weber asked if option 2 was included in the information Council is seeing
tonight.
Public Works Director/City Engineer Swearingen confirmed that what is in the packet is up to
date with that information.
Councilmember Holden said the $270,000 for gateway signs for next year should be eliminated
from the budget this year. She doesn't think Staff can take on another project.
Mayor Grant agreed that could be pushed.
Councilmember Rousseau said the EDC hasn't made a recommendation. They were reaching
out to businesses in the community to see if they thought it would be valuable. So that is
undecided.
Mayor Grant asked when we hear back from them.
Councilmember Rousseau did not know.
