ARDEN HILLS SPECIAL CITY COUNCIL WORK SESSION — JULY 14, 2025 26
Councilmember Holden said she is waiting for the survey results.
Mayor Grant said if we don't hear back from them, we still have to make a decision.
Councilmember Holden said she thinks we take it out of 2026 and put it in 2027.
Councilmember Rousseau asked why even put it in 2027.
Councilmember Holden thought there is some small signage that could be put up, but we have
$40,000. She asked how much the entrance signs are.
Public Works Director/City Engineer Swearingen didn't know. It has been a long time since
we purchased one.
Councilmember Weber said he thought there were economic development funds that we
anticipated transferring out.
Finance Director Yang said in 2025 we transferred $100,000 to the General Fund. It doesn't make sense to
have a placeholder until there is a plan.
Councilmember Rousseau would like to keep it as a placeholder for now, and as we get further
into budget talks we can move it later.
Councilmember Weber doesn't see any reason to keep it in there if we know we aren't going to
do it.
Councilmember Holden said instead of taking it out altogether, we could put a little bit more in
2027, like $60,000.
Councilmember Rousseau thought that would be better. She thought we could keep about a third
of the amount and move it to 2027.
Council agreed to move $90,000 for the gateway signs to 2027 and eliminate the rest of the
amount from the budget.
Mayor Grant noted Finance Director Yang distributed a document as a bench handout regarding
City Hall. He was struck by the amount of small items. There is corrosion listed on several items.
He asked who makes those repairs. If we just wait it could be much more expensive.
Public Works Director/City Engineer Swearingen said typically the Building Department has
managed the building and scheduled the vendors. Public Works has been requested to perform
some minor repairs at City Hall.
City Administrator Jagoe said the former City Administrator requested this study be completed
to anticipate what CIP planning needs to be done for future building needs. We knew a roof
replacement was going to be one of the bigger ticket items and this helps build in some of those
