AGENDA ITEM - 8G <br />'It <br />EN HILLS <br />MEMORANDUM <br />DATE: August 11, 2025 <br />TO: Honorable Mayor and City Councilmembers <br />Jessica Jagoe, City Administrator <br />FROM: Jen Estling, Deputy Clerk <br />SUBJECT: Authorization to Execute Agreements with Ramsey County and Freimuth <br />Enterprises, LLC for Recycling Day on August 23, 2025 <br />Budgeted Amount: Estimated Amount: Funding Source: <br />$23,815 SCORE N/A Recycling Funds <br />Council Should Consider <br />Council should consider authorizing Staff to sign and execute: <br />- An agreement with Ramsey County to hold our Recycling Day event on August 23, <br />2025 at the Public Works yard located on Ramsey County property. <br />- An agreement with Freimuth Enterprises, LLC as the vendor facilitating the <br />Recycling Day for the City of Arden Hills. <br />Background <br />Every year the City applies for grant money from Ramsey County's recycling SCORE grant <br />program. The base funds are used to offset the cost of the City's recycling program, including <br />administration, equipment, and collection costs. Incentive funding, in addition to the base <br />allowance, can be used for up to two approved incentive initiatives per year. The 2025 incentive <br />amount is $23,815; increased from $4,007.00 in 2024. <br />For the past several years incentive funds have been used for the annual Cleanup Day event with <br />Recycle Technologies in Blaine. Prior to that partnership, the City held a Cleanup Day in <br />conjunction with the City of Shoreview. That event was staged at the Public Works yard located <br />behind the Public Works shop at 1425 Paul Kirkwold Drive. The property is owned by Ramsey <br />County. <br />Page 1 of 2 <br />
