Staff worked to coordinate an additional event, focused on recycling a targeted list of materials <br />(Attachment C) and proposed using the additional SCORE incentive funds to pay for the event. <br />Staff determined the best Arden Hills location to stage Recycling Day would be at the Public <br />Works yard (Attachment D). <br />The proposal for an additional cleanup day was presented at the Special City Council Work <br />Session on June 23, 2025. Council directed Staff to estimate what the cost would be if the City <br />paid for the entire event with the SCORE grant incentive funds, to include the cost of all items <br />collected. Council also directed Staff to narrow the collection scope and encourage residents to <br />dispose of certain items that are collected at the Ramsey County Environmental Center, for free. <br />At the June 30, 2025, Special City Council Work Session, Staff presented that the vendor, <br />Freimuth Enterprises, LLC reported he had facilitated recycling events with other cities, and he <br />had never invoiced a City for more than $9,500 for such an event. While a City -paid event in <br />Arden Hills would have an unknown for the final cost, it could be assumed, based on the <br />vendor's previous experience, that it would not exceed the grant funds we have available. <br />Council directed Staff to move forward with Recycling Day and to offer it as a free event for <br />Arden Hills Residents. <br />Upon receiving direction from City Council, Staff began discussion with Ramsey County <br />Property Management to coordinate the Recycling Day event to be held on Saturday, August 23, <br />2025. <br />The City received notification from Ramsey County Property Management that the County <br />Attorney would be preparing an agreement to cover any liability that may occur during the event <br />at their facility. The County's draft agreement has been reviewed and approved by the City <br />Attorney (Attachment A). Staff coordinated as part of the terms of this agreement that any <br />contractor liability during the event would be covered by Freimuth Enterprises, LLC. Therefore, <br />the City Attorney drafted a vendor agreement between the City and Freimuth Enterprises, LLC <br />(Attachment B). The vendor has provided a copy of their Certificate of Insurance naming the <br />City and the County as additionally insured which was also given to Ramsey County for their <br />records. <br />Staff is requesting City Council authorization for Staff to sign both agreements so the Recycling <br />Day event can move forward on Saturday, August 23, 2025, as planned. <br />Budget Impact <br />The cost for the proposed Recycling Day event, to include one staff member, would be covered <br />by the SCORE Grant Incentive funding. <br />Attachments <br />Attachment A: Ramsey County Access Permit <br />Attachment B: Freimuth Enterprises Agreement <br />Attachment C: Approved List of Accepted Materials <br />Attachment D: Site and Traffic Control Map <br />Page 2 of 2 <br />
