at the Subject Property and sometimes the vans are parked at other locations, with their drivers, or at their Apple Valley location. The Applicant has stated that they will comply with the no exterior storage requirement. Following the Planning Commission meeting, the Applicant submitted pictures showing the two passenger vans and where they are parked on the site. The Applicant also states in the updated narrative that the passenger vans are parked to the rear of the building and are not left in the parking lot required for the Arden Plaza PUD during the day or overnight. Based on the Applicant's supplemental narrative, the passenger vans would not be parked in public view. Parking on the site shall be subject to the conditions and approvals of the Arden Plaza PUD. c. Waste and recycling receptacles and equipment shall be completely contained within a principal or accessory structure. The Applicant states Odds & Ends Again currently takes their waste to an offsite location and that there are no large dumpsters for rubbish disposal. A thrift store, Class I use may be permitted if they meet the conditions for all thrift stores, conditions in the thrift store, Class I definition and the following conditions: i. A drive -through shall not be allowed. The Applicant states that Odds & Ends Again will not have a drive -through. ii. There shall be no outdoor collection/donation area or receiving and transferring of goods exterior of the business. All receipt and transfer of goods shall take place interior of the business. The receiving of used goods which are of either a large quantity or size shall be transported to the thrift store by the Business Owner in order to limit circulation impacts and traffic management to the neighboring multi -tenant businesses. The Applicant states that there is no outdoor collection or donation area for Odds & Ends Again. The Applicant expands to state that all receipt and transfer of goods takes place interior of the business through the moving and packing services operations. Items are brought to the Odds & Ends Again location by one of the company's vans and are typically unloaded on Mondays and Tuesdays, when the store is closed to the general public. 3. Definitions —Section 1305.04 Per Section 1325.046, Subdivision 1. B. Thrift Store, Class I, a Class I thrift store is subject to the conditions in the thrift store, Class I definition. The Class I Thrift store definition reads "above uses in a business located within a multi -tenant building which occupies less than 7,000 square feet or less than 20 percent of the building square footage in a multi -tenant building, whichever is lower." The Applicant is proposing to operate a Class I thrift store at the Subject Property within Building #5, which is a multi -tenant building. As part of their application, the Applicant has provided the floor plan for the proposed tenant space within the building. The included site plan shows a square footage of 6,943 square feet.
