ARDEN HILLS SPECIAL CITY COUNCIL WORK SESSION — AUGUST 25, 2025 13 <br />Mayor Grant said not in 2026 but sometime in the future. If Cummings is just not in the plan at <br />all, scratch that idea. <br />Councilmember Rousseau would like to see us look at an additional playground structure, <br />instead of replacing a pavilion. <br />Councilmember Monson is fine with leaving it out and focusing on some shade potential or <br />expansion of the playground. There are no trees on the south side of the park. <br />Councilmember Rousseau said we could place a dedicated tree there in the near future. <br />Mayor Grant said the best time to plant a tree was yesterday. <br />Finance Director Yang said based on Public Works Director/City Engineer Swearingen's review <br />of PMP projects, the 2028 PMP could be split into two separate projects. One could occur in 2028 <br />and the other would be in 2030. This would mean pushing the 2030 project back to 2032, with the <br />2032 project being pushed to 2034, and so forth. This change would yield a Fund Balance <br />improvement of approximately $3.5 million over the next 10-years. <br />Finance Director Yang shared a list of infrastructure projects in 2026 that provide the new <br />project amounts. <br />Councilmember Holden asked how much the City owes for the Old Highway 10 Trail. The <br />packet information says $4.5 million. She wants to know what the City's portion of that is. <br />Public Works Director/City Engineer Swearingen said $1.27 million. <br />Mayor Grant said that is an estimate, not a bid. That assumes the County is 50150 with us, plus <br />receipt of a Safe Route to School grant. <br />Public Works Director/City Engineer Swearingen confirmed. That is two $1 million grants and <br />Ramsey County confirmed they will propose that match in their TIP. <br />Councilmember Rousseau asked what was being taken out of 2028 to reduce the amount by <br />$1.5 million. <br />Finance Director Yang said it is splitting the 2028 PMP into two separate projects in 2028 and <br />2030. The cost increased slightly, with timing and inflation. <br />Councilmember Weber said it appears to be about $400,000 in estimated increase. He wondered <br />if there is a buffer built in for additional inflation or construction cost increases. <br />Public Works Director/City Engineer Swearingen said it captures everything he anticipated. <br />He tried to stay conservative on the high end. <br />Councilmember Holden asked which year will be the commercial property improvements. <br />Public Works Director/City Engineer Swearingen said it was originally 2030. It has been <br />shifted to 2032. <br />
