ARDEN HILLS SPECIAL CITY COUNCIL WORK SESSION — AUGUST 25, 2025 5 <br />Mayor Grant said there is a software conversion for Springbrook. There could be a company <br />going through a software conversion and hit a hiccup and miss a payment. It happens. <br />Councilmember Monson said she agrees, once every three years. She's fine with it being <br />anywhere between 5% and 10%. Thirty days seems long. Is the assumption that if they haven't <br />paid by 30-days that they aren't going to pay? The ones on the list are 5 days, 10 days or just a <br />couple days after. She wondered if Staff had thoughts about the 30-days. She's fine leaving it at <br />30-days but at some point they are just not going to pay it. <br />Finance Director Yang said the ordinance says 30-days past due. As common practice, we give <br />residents a 10-day grace period beyond the 30-days. <br />City Administrator Jagoe said the due date is 30-days and the ordinance would say the late fee <br />goes on at day 31. Plus there is the 10-day grace period. <br />Councilmember Monson agrees with the waiving the fee once every three years. Keeping it at <br />8% is fine with her. <br />Councilmember Weber said it's 10-days delinquent. <br />Councilmember Rousseau asked why we are at 8%. She wondered if it was an administrative <br />cost or just a standard penalty to get someone's attention. <br />Finance Director Yang said it is to cover part Admin fee but also to encourage residents to pay <br />on time. <br />Mayor Grant said we are all in agreement with 8% and one time in three years. He asked if Staff <br />needed anything else. <br />City Administrator Jagoe said there is a request from a particular business. She said Staff has <br />removed one of the late fees. The request from this business was to remove two additional <br />quarters worth of fees. She understands the business has brought the account to current, with the <br />exception of the late fees. They stated they have made some internal changes that will correct the <br />issue, moving forward. They were still hoping for relief from two additional quarters of fees. <br />Mayor Grant asked if it was a procedural software administrative issue. <br />City Administrator Jagoe thinks they had some structure changes within their finance <br />department that created a timing issue with payment and processing of checks. <br />Councilmember Holden asked how many quarters this was. <br />City Administrator Jagoe said it was three quarters. We removed one. They requested that we <br />remove two additional quarters of fees. <br />Mayor Grant said they brought themselves current. <br />City Administrator Jagoe confirmed, with the exception of the fees they are hoping to have <br />removed. <br />
