Maurice Johnson, Thomas Mulcahy (7 :40 p.m.) . <br /> Absent - None <br /> Also Present - Councilman-elect Michael Chris ti ansen, Engineer <br /> Donald Christoffersen, Treasurer Donald Lamb, <br /> Clerk Administrator Charlotte McNiesh, Deputy Clerk <br /> Dorothy Zehm <br /> Approval of Minutes <br /> McAllister moved, seconded by Johnson, that the Minutes of the <br /> December 13th Council Meeting be approved as submitted. Motion <br /> carried unanimously (4-0). <br /> Business From the Floor <br /> None <br /> (Mulcahy arrived at meeting) <br /> REPORT OF VILLAGE ENGINEER DONALD CHRISTOFFERSEN <br /> Mn / DOT Request to Approve Traffic Signal Revisions at Highways <br /> 10 and 96 <br /> Christoffersen reviewed the proposed plan to revise the traffic <br /> signals at Highway 10 and 96: noted that break-away s tandardl will <br /> replace the existing standards, signals will be cantilevered over <br /> the travel lanes for better visibility, and loop detectors are <br /> proposed. <br /> Christoffersen recommended approval of the plans which he said <br /> will provide a safer and improved intersection. <br /> Hicks I\loved, seconded by Woodburn, that Council approve the signal <br /> revisions at Highway 10 and 96 as proposed by Mn/DOT. <br /> In further discussion concern was expressed regarding the need <br /> for the revised system and cos t of the improvement. <br /> McAllister moved to table the motion pending additional information. <br /> Motion was seconded by Mulcahy and carried unanimously. (5 -0) . <br /> Preliminary Schematic of Proposed Lexington Avenue Reconstruction <br /> . to County Road G2 <br /> Council was referred to schematic plan of the proposed Lexington <br /> Avenue reconstruction from Control Data (north end of current re- <br /> construction phase) to County Road G2. <br /> Christoffersen noted that the proposed road is 68' wide at the <br /> soutb" end wi th a detached walking/bike path along the east side: <br /> path switches to the west side at Victoria; road narrows to 52' <br /> in width south of Victoria widening to 68' in width to provide for <br /> turn lanes south and north of Highway 96, and narrowing again to <br /> 52' north of Tomlyn Ave. (Shoreview Mall). <br /> Christoffersen noted that there is excessive r.o.W. on the Arden <br /> Rills side of the roadway; exp lained it has been the general <br /> policy to have municipalities pay 75% of curb/gutter costs (es ti- <br /> mated @ $7/foot currently) : noted that drainage may be an addi ti onal <br /> cost, but assumes this wou ld consist of street drainage only, de- <br /> tails will be presented to Council by Engineer We1tzin at the <br /> January 31st meeting. <br />
