<br /> --- <br /> .Y '- <br /> Minutes of Regular Council Meeting <br /> Dec. 27, 1982 <br /> Page Two <br /> Christoffersen noted that concrete curb and gutter would be des i r- <br /> able south of Hwy. 96: q ues ti ons need for curb and gutter north <br /> of 96 on Arden Hills side (Arsenal property); noted that Shoreview <br /> is developed north of Hwy. 96. <br /> Christoffersen explsined that the schematic is in tended to intro- <br /> duce the general plan concept; specifics will be forth coming; <br /> noted that Ramsey County would appreciate knowing of any problems <br /> prior to the January 31st meeting, at which time a public hearing <br /> will be scheduled for some future date. <br /> RCWD Action re Manhole Covers South of Co un ty Road E2 . <br /> Council was referred to RCWD action and to Johansen's memo relative <br /> to the manhole covers in area south of County Road E2. <br /> Council concurred that Johansen waterproof these manho les in <br /> ap ring of 1983. <br /> Uniform Fire Code Ordinance - Fire Chief Dave Koch <br /> Fire Ch ie f Dave Koch presented Councilman Maurice Johnson with a <br /> plaque, commending him for his many contributions to the fire <br /> service, on behalf of the Lake Johanna Volunteer Fire Department. <br /> Koch responded to some of Counci1's concerns relative to the Uni- <br /> form Fire Code; explained that if any permits are iasued they <br /> should be by the municipality, and any permit fees charged, there- <br /> fore, should be paid to the municipality, not the fire depertment. <br /> Koch reported that Shoreview has had the Uniform Fire Code since <br /> 1977, and he knows of no problems; referred Council to letter <br /> from Mayor Wedell to Mayor Woodhurn, recommending the adoption <br /> of the Unifo rm Fire Code by Arden Hills. Koch explained that the <br /> standards established by the Code are considered to be desirable <br /> for residents and businesses. <br /> Koch explained that the Code provides for fire department inspe c- <br /> tion: noted the importance of knowing what is stored within a <br /> building prior to a fire emergency - e.g. chemicals, gases etc; <br /> noted that the Code also gives the fire department the righ t to <br /> enforce the standards (cannot enforce the Code, unless it is <br /> adopted by the City) . <br /> Af te r discussion Hicks moved, seconded by Mulcahy, that Council <br /> introduce Ordinance No. 229 by Title. Motion carried unanimously <br /> (5-0). <br /> REPORT ON NORTH SUBURBAN CABLE COMMISSION - WILLIAM BAUER <br /> Wm. Bauer reported that all 10 franchises have been certified; ex- <br /> plained that franchise fees go the the cities. Bauer reported <br /> that the Advisory Committee met last week and unanimously recom- <br /> mends adop tion of the Joint and Cooperative Agreement: all 10 <br /> ci tiea should execute the agreement by Feb ruary 10th. Baue r re- <br /> po rted that the Cable Commission budget for next year is to be <br /> distributed to the Cities for comments by August and agreed to by <br /> all ci ties by November 1st. . <br /> Bauer explained that representation at present is 1 votl/5000 <br /> popula tion, amendable after 3 years: can then be converted to sub- <br /> scriber basis: noted that it takes 5 commun i ties to vote on an <br /> issue and 2/3 of votes cas t is proposed (at present vote is based <br /> on 2/3 of votes authorized) . <br /> In review of the Agreement, the following concerns were noted: <br /> 1.) Section 10, page 6 - would like wording clarified re <br /> audi t; suggested insertion of "shall cause "audit to <br /> be made. <br /> 2. ) There appears to be no constraints if budget is over <br /> spent. Bauer said that cities must only pay the amount <br /> budgeted: noted that deficit spending was not discussed. <br /> Council suggested that the agreement include the re- <br /> quirement to operate within the budget. <br /> -2- <br />
