<br />. . <br /> MINUTES OF REGULAR COUNCIL MEETING <br /> Village of Arden Hi II s <br /> Monday, Novembe r 22, 1982 - 7:30 p.m. <br /> Village Hall <br /> Ca II to Order <br /> Pursuant to due call and notice thereof, Mayor Woodburn ca lied <br /> the meeting to order at 7:30 p.m. <br /> Roll Ca II ....", <br /> Present - Mayor Robert Woodburn, Councilmen Diane McAllister, <br /> Dale Hicks, Maurice Johnson, Thomas Mu I cahy . <br /> Absent - None. <br /> Also Present - Attorney J a me s Lyn den, Engineer Donald Christof- <br /> fersen, Treasurer Donald Lamb, Clerk-Administrator <br />. Charlotte McNlesh, Deputy Clerk Dorothy Zehm. <br /> Approval of Minutes <br /> Johnson moved, seconded by McAllI ster, that the Counci I Minutes <br /> of November 8th be app roved as submitted. Motion carried un an I - <br /> mously. ( 5-0) <br /> Oath of Off I ce <br /> Mayor Woodburn administered the Oath of Of f I ce of Coun c i I man to <br /> Thomas R. Mulcahy for the term expiring Decembe r 31, 1984. <br /> Business from the Floor <br /> Kathy Branch, 1415 West County Road E, urged Council to expedite <br /> slower speed on County Road E; reported that her son was struck <br /> by a car a few weeks ago., and since then anothe r ch I I d h as been <br /> struck and seriously I n Jure d ; stated 40 mph Is too fast through <br /> this residential neighborhood. <br /> Rosemary Peck, 1427 West County Road E, reported that her daughter <br /> was struck by a car on November 12th and sustal ned a broken arm <br /> and leg; stated that It was a rainy Icey day - car was travelling <br /> at a slower than 40 mp h speed fortunately, or the Injuries would <br /> probably have been more severe; requested Counci I to actively urge <br /> the County/State to lower the speed on County Road E. <br /> In discussion, it was suggested that when the stop I I ghts at <br /> Highway 5 I are operational, the speed of traffic on County Road E <br /> will be affected; semaphores are anticipated to be operational <br /> very soo~ suggested McNlesh request informal speed check be con- <br /> ducted by MnDOT, <br /> It was explained that traffic speeds are determined by the State; <br /> City has no Jurisdiction relative to setting speeds, except to <br /> request a survey. It was noted that State pol icy is to set speeds <br /> at the 85th percentile of average traffic speeds. <br /> Council was referred to letter ( I I -5 -82 ) from Ramsey Coun ty Engineer <br /> Weltzln relative to City's requested delineation of bikeways on <br /> the existing road pavement and reducing the number of travel lanes <br /> to two. I twas noted that the County Engineer recommends that the <br /> City p u rs ue detached bikeways; existing road width Is needed for <br /> turning movements at the Sne III ng/County Road E Intersection. <br />. In discussion, It was noted that a 4-lane road Is inconsistent <br /> with Weltzln's previous description of County Road E (2 thru-Ianes <br /> and 2 parkl ng lanes) . <br /> McNlesh reported that two letters were sent to the County, one <br /> requesting the speed reduction and the other requesting the bike- <br /> way/walkway striping; reported no response to date re the reduced <br /> speed from 40 mph to 30 mph. McNlesh noted that the County is <br /> aware of the injuries sustained on County Road E. <br /> . <br />
