Ch r I stoffersen suggested that the <br /> Improvement can be done In segments over a 3-5 year period, <br /> starting with the south end; areas to the north could be surcharged <br /> where needed during this time period. <br /> Chrl stoffersen recommended the 40' street width, with no parking <br /> on either side. It was queried whether the 48' width could be <br /> constructed and used as a 52' width street (no parking, with a <br /> 12 ' ce n te r lane for turning maneuvers). Christoffersen wi II see <br /> If this would meet MSA standards. Chrl stoffersen explained that <br />. MSA standards must be met I f City accepts MSA monies, <br /> Mulcahy noted that It appears no matter how much we Increase the <br /> street width, we only get two thru lanes, Which we have now with <br /> a 24' wide street. Mulcahy said he agrees that this Is the next <br /> street the City should Improve; prefers a "parkway" approach. <br /> Christoffersen explained that additional r.o.w. would be needed <br /> to construct a landscaped median with turn lanes, <br /> Woodburn suggested that the Hamllne/Floral/County Road F area be <br /> considered now; noted that a 36' wide street would probably not <br /> requl re any surCharging. <br /> In review of the proposed plan for the south Hamllne/Floral/ <br /> County Road Fare a , Johnson noted that the proposal a II ows for <br /> des I red turns In both dl rections, and addresses the concerns of the <br /> res I dents and Council. <br /> Tom Rockne said he would prefer a three-lane road; suggested e Ii m- <br /> Inatlon of the accelleratlon lanes. <br /> Wilma Kuhn said she wants the street to be as wide as Is necessary <br /> to lessen the potential for accl dents. <br /> Ken Bachman expressed concern re high speed at Elde Circle, making <br /> left turns onto Eide Circle very difficult without a center lane <br /> for turning. <br /> Tim Tuggle asked who Is going to pay for the road Imp rovemen t; <br /> said he agrees that a three-lane road Is preferable. <br /> Christoffersen described various possible assessment alternatives; <br /> suggested that circumstances seem to dictate some type of comp ro- <br /> mise for a uniform assessment throughout the improvement. <br /> 1 n further discussion, Tom Rockne suggested that the 1-694 exit <br /> ramp should also be referred to the State for Its In-put relative <br /> to modification. It was reported that a letter has been sent to <br /> MnDOT requesting State participation. <br /> 1 n further discussion relative to the Hamllne up-grading, semaphores <br /> at Hamllne and S.T.H. 96 were suggested, as we II as turn lanes on <br />. Hamllne to al low Hamline traffic to enter Into traffic on Highway <br /> 96. <br /> No Council action was taken, pending notification from MnDOT <br /> relative to Its participation In the proposed modification of <br /> Ham I I ne at 1-694. <br /> Brlarknoll Second Addition - Request for City to Accept Streets <br /> and Utilities and Release Performance Bond <br /> Counc II was referred to Christoffersen's letter of 11-22-82 to <br /> Westwood Planning and Engl neeri ng, relative to problems to be <br /> corrected, and City's receipt of "as b u I It" drawings, prior to <br /> City's acceptance of the Improvements.
