Ab s en t - None <br /> Also Present - Engineer Donald Chris tof fersen, Planner Orlyn <br /> Miller, Treasurer Donald Lamb, Clerk Administrator <br /> Charlotte McNiesh, Deputy Clerk Dorothy Zehm. <br /> Approval of Minutes <br /> Hicks moved, seconded by Johnson, tha t the Minutes of the Sep- <br /> tember 27th Council meeting be approved as amended. Motion <br /> carried unanimously (5-0). <br /> Business From the Floor <br /> Beverly Stoutenberg, 1435 ~est County Road E and Joyce Stradinger, <br /> 1426 West Coun ty Road E, presented a petition, requesting the low- <br /> ering of the speed on County Road E, between Snelling Avenue and <br /> Lexington Ave. from 40 mph to 30 mph, signed by 50::!:. County Rd. E <br /> residents and business places. A separate petition reques ting <br /> that Council consider putting a bikeway/walkway along County Rd.E <br /> between Snelling and Highway 51, was also presented, signed by <br /> residents of 13 homes on County Rd. E in this area. <br /> (It was explained that corporate signatures were not obtained at <br /> businesses such as MSI and Northwestern Bank.) <br /> Mayor Woodburn explained that the procedure, required by the <br /> State, to change the speed on any street in a municipality is as <br /> follows; <br /> City petitions the Coun ty, and the Coun ty in turn, <br /> petitions the State - all speeds are set by the State <br /> Mr. John Bradford, 3200 North Haml ine Ave., s aid he strongly sup- <br /> ports the lower speed on County Rd. E. <br /> Stoutenberg said that traffic has increased in recent years; an- <br /> ticipates a greater increase with the new residential development <br /> north of County Rd. E. <br /> In discussion, it was noted that when the Hwy. 51/Hamline/Snelling <br /> crossover is modified (scheduled for construction in Spring of I B3) , <br /> it is anticipated this will also increase traffic on County Rd. E. <br /> . I twas explained that requests relating to traffic and speed have <br /> routinely been referred to the Public Safety Committee for rec- <br /> ommendations; however, it was recalled that the Public Safety <br /> Committee made recommendations relative to reduced speed on Cty. <br /> Rd. E at the time the County Rd. E improvement was under consid- <br /> eration (McNiesh to research this) . <br /> Council queried reasons for a four lane road west of Hwy. 51, <br /> through a residential area. It was reported that, according to <br /> Weltzin (Ramsey County Engineer), it is not a four lane road; <br /> side lanes are for parking. <br /> In discussion it was noted that the s tree t is marked for a four <br /> lane road now; is not striped for bikeway or parking lanes. <br />
