E and to observe the Snelling/County Rd. <br /> E intersection relative to "roll throurhs" etc; reported an acci- <br /> dent on County Rd. E in which a child pedestrian was hit by a car. <br /> Council concurred that Council ge t Weltzin's reaction to the p ro- <br /> posed re-marking of County Rd. E (51 to Snelling) to two traffic <br /> lanes, with bikeway 1 an e s , and reduced speed to 30 mph on County <br /> Rd.E, Snelling Ave. to Lexington Ave. <br /> John Bradford, 3200 No. Hamline Ave. , requested Council to con- <br /> sider a means for removal of leaves in the fall; suggested a <br /> suction machine as used in Roseville. . <br /> In discussion, it was reported that the Public Works Committee <br /> looked into the pu rchas e of a machine some 6-8 years ago; cost was <br /> $40,000 - $60,000 and was considered to be too costly for the <br /> short period of. use each year. It ,.;ras reported that Pamsey Cty. <br /> attempted to coordinate a leaf removal plan wi th refuse haulers <br /> in the north Ramsey municipalities this fall, but the plan was <br /> not effectuated. It was noted that New Brighton is conducting <br /> its own trial leaf drop program this fall - residents may drop <br /> their Ie aves at a specified site (site is restricted to leaves <br /> md grass clippings) to see how it works out. <br /> It was queried why the seven county area is the only area where <br /> leaf burn ing is p r.ohi bite d,. It was suggested that PCA be con- <br /> tacted relative to allowing lesf burning,by permit, in the metro <br /> area as well as out-state. <br /> Matter was referred to the Public Works Committee for current <br /> data and its recommendations to Council. <br /> REPORT OF V lLLAGE ATTORNEY JAMES LYNDEN <br /> (absent) <br /> Parking Lease Agreement - Control Data <br /> Council was referred to Lynden"Slet-ter of 10-14-82 and attached <br /> draft of revised Con t ro 1 Data Parking Lot Lease Agreement. <br /> In review, wording of item 19, page 4 was queried, which Mu lcahy <br /> <2S cribed as "boiler plate language". Concern was expressed <br /> relative to a one year agreemen t. Council con cu rred thst Attorney <br /> be requested to attempt to obtain s longe r term, or at least auto- <br /> mstic renewal, until either psrty wishes to terminate the agree- <br /> ment. <br /> (It was Council's understanding that the Parks Committee had re- <br /> viewed and approved the agreement draft; revise d agreement had not <br /> yet been approved by CDC) . <br /> Status of Johns ton Easement - Arden Oaks <br /> Council was referred to Lynden's lett...-rof 10-14-82 re Arden Oaks <br /> Improvement Project -- Easement No. 81-3-2 (Mr. and Mrs. Robert <br /> Johnston). . <br /> In discussion, it was noted that the $4000 cost for the north cor- <br /> ridor route which Was agreed upon, will be an lIadd-onll to the <br /> contract price of the Arden Oaks project, and will be assessed <br /> to the project. It was reported that the developer has signed <br /> the Johnston easement. <br /> Political Signs <br /> Councilman Mulcahy referred Council to several cases (1978-1982) <br /> relative to poli tical sign regulations; expressed concern that <br /> kden Hills' Sign Ordinance may be too restrictive as it relates <br /> to poli tical signs. <br /> No Council action was taken. <br /> -2- <br /> --- <br />
