Minutes of Regular Council Meeting <br /> Augus t 30, 1982 <br /> Page Four <br /> fees incurred to date, ss outlined in Lynden's letter of 8-27-82. <br /> Motion was seconded by Mulcahy and csrried unanimous 1y (3-0) . <br /> Re1e sse of 35 Acres - Arsenal Property <br /> Council requested McNiesh to draft a letter to Representative <br /> Bruce Vento requesting release of the already dee1ared surplus <br /> 35 aeres of arsenal property to Arden Hills, all, or a portion of <br /> wh i ch , to be used for park purposes; 1e t te r to also request his <br /> assistance in release of additional arsenal property to Arden <br /> Hills, as it is dee1ared as surplus, for public and private use <br /> and to request a meeting with his administrative assistant and <br /> the Ar den Hills Coun ci 1 on this subject. <br />. Noise Ordinance - Preliminary Discussion <br /> Council was referred to Shoreview Ordinance and sample noise ordi- <br /> n an ce from Ramsey County Sheriff re Model Noise Control Ordinance. <br /> No action was t.aken. Matter was deferred to a future Council <br /> meeting. <br /> REPORT OF VILLAGE CLERK ADMINISTRATOR CHARLOTTE MC NIESH <br /> . <br /> 1983 Proposed. Budget <br /> The 1983 Proposed Budget was dis tributed to Council. McNiesh <br /> noted thst the 12% interest rate, used for budget purposes, may <br /> be high; suggested 9-10% may be more realistic, in view of reeent <br /> investments. <br /> McNiesh noted that the Budget will be reviewed by the Finance <br /> Committee at its next meeting, at which time a public hearing is <br /> also scheduled relative to proposed use of Revenue Sharing monies <br /> ($33,000) . McNiesh noted that the 1983 budget as submitted is <br /> ab ou t $39,000 over the levy limit, <br /> McNiesh reported that a combined Finance/Council meeting is <br /> s che duled on Sept. 16th to consider the budget; Counei1 is s ched- <br /> u1ed to adopt the 1983 budget on Sept. 27th. <br /> Gambling License - Minnesota Waste Assfn. <br /> Mulcahy moved, seconded by McAllister, that Council approve the <br /> Gambling License foz Minnesota Waste Association as per appli- <br /> cation. Motion carried. Mulcahy, Woodburn voting in favor of <br /> the mo tion; McA1liater voting in opposition (2-1) . <br /> Suburban Chamber of Commerce Le t t e r re Paramedic Service <br /> Council was referred to letter from Suburban Area Chamber of <br /> Commerce requesting Ci ty , S point of view relative to use of tax <br /> dollars to offset increasing paramedic cos ts . <br /> McAllister moved, seconded by Mulcahy, tha t Council supports the <br /> "Patient pays for all paramedic costs" point of view. Motion <br /> carried unanimously (3-0) . <br /> COUNCIL LIAISON REPORTS <br /> un <br />. Summer Program Evaluation Report <br /> Council was referred to the Playground Evaluation from Ross <br /> Fleming, Summer Playground Di re c to r. <br /> Some of the concerns expressed by Council were: <br /> 1 . The program should be a "meaningful experience" <br /> for the children, not the staff; the staff is employed. <br /> 2. Council has reservations about the unstructured program <br /> of the staff; feels more instruction should be given to <br /> s taf f membe rs. <br /> 3. Questioned office work at Village Hall by playground <br /> leader rather than cut in staff. <br /> 4. Lateness of the report - a month after program ended. <br /> -5- <br />
