<br /> ----------- <br />Minutes of Regular Council Meeting , < <br />Aug us t 30, 1982 <br />Page Four <br />After dis cus s ion, Mulcahy moved that Council introduce Ordinance <br />No. 226 by tit Ie, AN ORDINANCE, INCLUDING ADDENDUM WITH EXHIBITS, <br />GRANTING A FRANCHISE TO GROUP W CABLE OF THE NORTH SUBURBS, INC. , <br />A MINNESOTA CORPORATION, TO OPE RATE AND MAINTAIN A CAB LE COMMUNI- <br />CATION SYSTEM IN THE CITY; SETTING FORTH CONDITIONS ACCOMP ANY IN G <br />THE GRANT OF FRANCHISE; PROVIDING FOR REGULATION, AND USE OF THE <br />SYSTEM; AND PRESCRIBING PENALTIES FOR THE VIOLATION OF ITS PRO- <br />VISIONS. Motion was seconded by Johnson, and carried unanimously. <br />(4-0) . <br />Bauer noted that the City's cos ts should be calculated for re- <br />imbursement and should include pos tage , clerical, publication, <br />attorney's fees etc. to date - all anticipated expenses until 5% . <br />franchise fee is paid; costs incurred after the franchise is <br />accep te dare to be billed to Group W for payment. <br />It was noted that these expenditures are reimbursed and should <br />not affect the City Budget. <br />(Johnson left the meeting at 11:20 p.m.) . <br />REPORT OF VILLAGE TREASURER DONALD LAMB <br />Investments: <br /> Aug. 16 - $1,379,155.56 at 1st National, St. Paul <br /> @ 9.50% for .2 months, maturing 10-15-82 <br /> Aug. 18 - $115,642.06 at Twin City Federal <br /> @ 8.50% to mature 9-20-82 <br /> Aug. 19 - $100,000 at Northwestern Bank, Mpls . <br /> @ 9.0% for 3 mos., maturing 11-17-82 <br /> Aug. 24 - $440,728.74 @ 10.0% at Northwestern Bank, St. Paul <br /> for 6 mos., maturing 2-22-83 <br /> Aug. 30 - $100,000 at 1st National, Mpls. <br /> @ 9.25% for 6 mos. it maturing 2-28-83 <br />Mulcahy moved, seconded by McAllister, that Co un ci 1 ratify the <br />Treasurer's in ves tmen ts. Motion carried unanimously (3-0) . <br />Electrical Inspection Fees <br />Council was referred to the Minutes of the Finance Committee <br />relative to proposed increase in electrical inspection fees by <br />Metropolitan Inspection Service, Inc. it representing an ave rage <br />increase of 20% over a two year period. <br />McAllister moved, seconded by Mulcahy, that Council app rove the <br />Fee Schedule for Electrical Permits as proposed, effective January <br />1 , 1983. Mo ti on carried unanimously (3 -0) . <br />Gambling License Fee <br />McNiesh reported that the Finance Committee recommends a $25.00 . <br />Gambling License fee; asked if Council concars and if the fee <br />should be charged for school raffles as well as for other non- <br />profit organizations. <br />Af t e r discussion, McNiesh was requested to prepare a resolution <br />establishing the $25.00 Gamb ling Li cense fee and provisions for <br />waiver of the fee for certain licenses, dependent upon amoun t of <br />money involved. (Blanks to be filled in by Council at time of <br />adoption of the resolution) . <br />Allied Painting Request re Reimbursing Village Attorney Fees <br />Council was referred to Attorney Lynden's letter of 8-27-82 re <br />Water Tower Paint Overspray Problems, and to McNiesh's memo of <br />8-27-82. <br />After discussion, McAllister moved that Council authorize the <br />re lease of $7,000.00, and to drop the City's claim for attorney's <br /> -4- <br /> ------- <br />
