• Utilities and Taxes <br /> The Municipal Water System, with two City water towers, buys water from <br /> Roseville which in turn is supplied from the City of St. Paul. St. Paul draws water <br /> from the Mississippi River and lakes in the Rice Creek Watershed District. <br /> The pumping capacity is 1,500 gallons per minute, and its storage capacity is <br /> 1,000,000 gallons. The average daily demand is 102,000 gallons with a peak <br /> demand of 1,500,000. Tap water hardness is 5 ppm. The industrial water rate is <br /> as follows: <br /> Summer $2.09/1,000 gallons <br /> Winter $1.99/1,000 gallons <br /> The Sanitary Sewer Service is part of the Metropolitan Sewer District managed by <br /> the Metropolitan Waste Control Commission. The rates for industrial sewer usage <br /> is: <br /> $2.69/1,000 gallons of water usage <br /> • Natural Gas and Electricity is provided by Northern States Power. Rates are <br /> comparable to those in neighboring suburban communities. <br /> Telephone and waste hauling is provided by a wide variety of companies. <br /> Minnesota Real Estate Taxes are based on market Value, construed to be the price <br /> the going buyer will pay to a willing seller in a free market. Tax capacity times <br /> the tax rate equals property taxes. Tax capacity is the value of the property under <br /> 100,000 times 3% plus any value over $100,000 times 4.6%. The 1994 total tax <br /> capacity rate was 132.230 and includes the City, County, School District, etc. <br /> • <br />
