<br />- <br /> <br />-. <br /> <br />-. <br /> <br />, <br /> <br />Minutes of Regular Council Meeting <br />Village of Arden Hills <br />Monday, July 26, 1982 - 7:30 p.m. <br />Village Hall <br /> <br />Call to Order <br /> <br />Pursuant to due call and notice thereof, Acting Mayor McAllister <br />called the meeting to order at 7:30 p.m. <br /> <br />Roll Call <br /> <br />Present - <br /> <br />Acting Mayor Diane McAllister, Councilmen Maurice <br />Johnson, Dale Hicks, Thomas Mulcahy <br /> <br />Abaent - Mayor Ro~ert Woodburn <br /> <br />Also Present - Attorney James Lynden, Engineers Donald Christoffersen <br />Donald Lund and Michael Kraemer, Treasurer Donald Lamb, <br />Clerk Administrator Charlotte McNiesh, Deputy Clerk <br />Dorothy Zehm <br /> <br />Approval of Minutes <br /> <br />Hicks moved, seconded by Johnson, that the Minutes of the Regular <br />Council Meeting of July 12th be approved as amended. Motion carried <br />unanimously (4-0). <br /> <br />Business from the Floor <br /> <br />None <br /> <br />REPORT OF VILLAGE ATTORNEY JAMES LYNDEN <br /> <br />Ordinance No. 225 <br /> <br />Council was referred to Lynden's letter of 7-12-82 re Ordinance <br />No. 225 -- Gambling Device Ordinance and attached draft of the ordi- <br />nance. <br /> <br />In discussion, Pat Laniel (McGuire's Inn) and Roger Hauck, member of <br />Ducks Unlimited, and other non-profit organizations, spoke in favor <br />of the ord~nance; noted that non-profit organizations periodically <br />conduct raffles, etc., as a means of raising money; would like to <br />keep thia business within Arden Hills. <br /> <br />After discussion, Hicks moved, seconded by Mulcahy, that Council <br />waive the reading and adopt Ordinance No. 225, AN ORDINANCE AMEND- <br />ING THE ARDEN HILLS CODE BY CREATING A NEW DIVISION 4 IN ARTICLE <br />1 OF CHAPTER 4 THEREOF ENTITLED "GAMBLING DEVICES", WHICH CONTAINS <br />PROVISIONS FOR THE LICENSING AND REGULATION OF THE OPERATION OF <br />CERTAIN GAMBLING DEVIOES: AND PROVIDING PENALTIES FOR THE VIOLATION <br />THEREOF, as amended. Motion carried. (Hicks, Johnson, Mulcahy <br />voting in favor of the motion; McAllister voting in oppoaition). <br />(3-1) . <br /> <br />(It was Council's understanding that a $25.00 fee would be charged <br />for the current application; appropriate fees to be established by <br />Reaolution, pending recommendationa of the Finance Committee; Clerk <br />Administrator to prepare appropriate application forms.) <br /> <br />Allied Painting and Renovating, Inc. - Retainer on Water Tower <br />Painting Contract <br /> <br />Council was referred to Lynden's letters of July 21 and 23 snd <br />Polstein'a letters_of JuJY 14 and 22 re water tower peint overspray. <br /> <br />After discussion, Johnson moved, seconded by Hicks, that Council <br />authorize Attorney Lynden to pursue the proposed settlement as out- <br />lined in Lynden's (7/21 and 7/23) and Polstein's (7/14 and 7/22) <br />letters. Motion carried unanimously (4-0). <br />
