<br />, <br /> <br />'.. <br /> <br />Minutes of Regular Council Meeting <br />July 26, 1982 <br />Page Two <br /> <br />Lynden reported that four Oak trees may be impacted on the Johnston <br />property; reported that it has been indicated to him that the John- <br />stons would probably accept $1,000 for the easement. <br /> <br />After discussion, Hicks moved, seconded by Mulcahy, that Council <br />authorize Attorney Lynden to offer up to $750 for the easement. <br />Motion carried unanimously (4-0). <br /> <br />REPORT OF VILLAGE ENGINEER DONALD CHRISTOFFERSEN <br /> <br />Resolution No. 82-36, Bid Award to Nodland Associates, ~ <br />Improvement No. SS-W-P-ST81-3, Arden Oaks <br /> <br />McNiesh reported that the Development Agreement and Final Plat have <br />been executed by Derrick Land Company. Letter of Credit to be filed <br />prior to Developer's grading; easp-ment for hammerhead on Lot 17, <br />Block 3, to be recorded after Final Plat is recorded. <br /> <br />Mulcahy moved, seconded by Hicks, that Council adopt Resolution No. <br />82-36, Awarding the Bid to Nodland Associates for Improvement No. <br />SS-W-P-ST8l-3, Arden Oaks. Motion carried unanimously (4-0). <br /> <br />Resolutions Providing for Hearings on August 23rd for Proposed <br />Assessments <br />Resolution No. 82-42, Improvement No. P-80-l, Coun ty Road E <br />Resolution No. 82-43, Improvement No. ST-8l-2, Lexington/694 Drainage <br />Resolution No. 82-44, Improvement No. P-8l-l, Grey Fox Road <br /> <br />Christoffersen referred Council to his letter of July 26th and reviewed <br />the amounts of each improvement to be paid by special assessments; <br />noted that the final amounts shown in the summary are based on actual <br />calculations (previous amounts furnished were based on estimated <br />measurements). <br /> <br />Hicks moved, seconded by Johnson, that Council adopt Resolution Nos. <br />82-42, 82-43 and 82-44 accepting the Assessment Rolls for the Improve- <br />ments based on the amounts shown on the Summary (letter of 7-26-82) <br />and Scheduling Public Hearings on August 23, 1982. Motion carried <br />unanimously (4-0). <br /> <br />Letter Complaint - Roberts Properties <br /> <br />Christoffersen reported receipt of a complaint from Roberts Properties <br />relative to a defective Grey Fox Road sanitary sewer; reported that <br />the complaint is not.warranted in his eatimation and he will so advise <br />complainant by letter. <br /> <br />Infiltration/Inflow Analysis Report <br /> <br />Engineers Donald Lund and Michael Kraemer (Short-Elliott-Hendrickson~ <br />reviewed the Infiltration/Inflow Analysis Report with Council; noted <br />that this report is the second of a three-phase study; explained <br />that the 3rd phase is more detailed and determines the source of <br />infiltration/inflow. <br /> <br />It was explained that the removal of infiltration/inflow from the <br />City's sanitary sewer system will have minimal beneficial impact <br />on the Pig's Eye Wastewater Treatment Plant due to the Mpls. and <br />St. Paul combined sewers; the removal will, however, reduce City <br />b lllings. <br /> <br />Council was referred to a transparancy of the 12 Arden Hills districts, <br />indicating the eight districts which the analysis indicates that <br />the City should proceed with a sewer system evaluation survey (SSES), <br />to attempt to reduce the City's waste water treatment costs. It <br />was explained that the SSES (3rd phase) isolates the sources of <br />infiltration/inflow. It Was noted that the City coucld proceed with <br /> <br />-2- <br />
