Minutes of Special Joint Council Meeting Arden Hills/Shoreview Tuesday, June 1, 1982 - 7:30 p.m. Arden Hills Village Hall Call to Order Pursuant to due call and notice thereof, Meyor Woodburn called the meeting to order at 7:33 p.m. Roll Call Arden Hills: Present - Mayor Robert Woodburn, Councilmen Diane McAllister, Dale Hicke, Maurice Johnson Thomas Mulcahy -. Absent - None Also Present - Clerk Administrator Charlotte McNiesh, Deputy Clerk Dorothy Zehm Shoreview: Present - Mayor Richard Wedell, Councilmen Richard Sundberg, Thomas Wegleitner, David McGraw Absent - Councilman Robert Weyandt Also Present - Manager Gary Dickson Discussion of Items of Mutual Interest A. Tower Lighting After discussion, it was the general con census that it would be desirable to have all the towers lighted in the same manner in both cities. Administration was requested to compile FAA requirements and to check with city of Duluth, and other agencies that have strobes, relative to problems encountered. Common lighting suggested, to provide the bes~ tower light- ing under all weather conditions, and the least offensive to residents, was duo-lighting (strobe at the top, with red lights below) if acceptable to FAA. B. Water Connection Beyond City Limits Wedell reported that Shoreview has been requested to serve a portion of the arsenal property with water from Shoreview; reported that Shoreview may have water available by the end of summer 1982; asked Arden Hill's policy relative to water connections beyond the city limits. Woodburn said there is no problem as far as Arden Hills is concerned; noted that Arden Hills would need an additional water tower, in order to serve the entire arsenal's needs; suggested Shoreview may wish to serve the entire arsenal, if requested by the srsenal. -. Reports of MPCA well testing will be shared with Shoreview when received. Wedell suggested that Arden Hills/Shoreview may wish to consider an "emergency water connection" between the two cities, similar to the connection Shoreview has with Roaeville; suggested that the connection be made in conjunc- tion with the Lexington Avenue reconstruction project, if it is desired by both cities. The matter was referred to Engi- neer Christoffersen for his recommendations. C. Bikeways It was Shoreview's and Arden Hill's understanding that a de- tached bikeway, proposed along Lexington Ave., north of Hwy. 96 to County Road I, would be on the west side of the road and would probably be tied to the road improvement. D. Emergency Medical Service It was the general concensus of both Councils that the matter of EMS be referred to the Safety Committees of both cities for their input. It was generally agreed that a consortium may be desirable before the citiea are required to subsidize the service.
