<br />Minutes of Special Joint Council Meeting <br />Arden Hills/Shoreview <br />Tuesday, June 1, 1982 - 7:30 p.m. <br />Arden Hills Village Hall <br /> <br />Call to Order <br />Pursuant to due call and notice thereof, Meyor Woodburn called <br />the meeting to order at 7:33 p.m. <br /> <br />Roll Call <br />Arden Hills: <br /> <br />Present - Mayor Robert Woodburn, Councilmen Diane <br />McAllister, Dale Hicke, Maurice Johnson <br />Thomas Mulcahy <br /> <br />-. <br /> <br />Absent - None <br /> <br />Also Present - Clerk Administrator Charlotte McNiesh, <br />Deputy Clerk Dorothy Zehm <br /> <br />Shoreview: <br /> <br />Present - Mayor Richard Wedell, Councilmen Richard <br />Sundberg, Thomas Wegleitner, David McGraw <br /> <br />Absent - Councilman Robert Weyandt <br /> <br />Also Present - Manager Gary Dickson <br /> <br />Discussion of Items of Mutual Interest <br /> <br />A. Tower Lighting <br />After discussion, it was the general con census that it would <br />be desirable to have all the towers lighted in the same manner <br />in both cities. Administration was requested to compile FAA <br />requirements and to check with city of Duluth, and other <br />agencies that have strobes, relative to problems encountered. <br />Common lighting suggested, to provide the bes~ tower light- <br />ing under all weather conditions, and the least offensive <br />to residents, was duo-lighting (strobe at the top, with red <br />lights below) if acceptable to FAA. <br /> <br />B. Water Connection Beyond City Limits <br />Wedell reported that Shoreview has been requested to serve a <br />portion of the arsenal property with water from Shoreview; <br />reported that Shoreview may have water available by the end <br />of summer 1982; asked Arden Hill's policy relative to water <br />connections beyond the city limits. <br /> <br />Woodburn said there is no problem as far as Arden Hills is <br />concerned; noted that Arden Hills would need an additional <br />water tower, in order to serve the entire arsenal's needs; <br />suggested Shoreview may wish to serve the entire arsenal, <br />if requested by the srsenal. <br /> <br />-. <br /> <br />Reports of MPCA well testing will be shared with Shoreview <br />when received. Wedell suggested that Arden Hills/Shoreview <br />may wish to consider an "emergency water connection" between <br />the two cities, similar to the connection Shoreview has with <br />Roaeville; suggested that the connection be made in conjunc- <br />tion with the Lexington Avenue reconstruction project, if it <br />is desired by both cities. The matter was referred to Engi- <br />neer Christoffersen for his recommendations. <br /> <br />C. <br /> <br />Bikeways <br />It was Shoreview's and Arden Hill's understanding that a de- <br />tached bikeway, proposed along Lexington Ave., north of Hwy. <br />96 to County Road I, would be on the west side of the road <br />and would probably be tied to the road improvement. <br /> <br />D. <br /> <br />Emergency Medical Service <br />It was the general concensus of both Councils that the matter <br />of EMS be referred to the Safety Committees of both cities <br />for their input. It was generally agreed that a consortium <br />may be desirable before the citiea are required to subsidize <br />the service. <br />
