<br />Minutes of Special Joint Council Meeting <br /> <br />June 1, 1982 <br /> <br />Some of the concerns expressed were: <br /> <br />1. High cost of Advanced Life Support <br />2. Response Time <br />3. Basic Life Support is often sufficient; could <br />provide the needed service until ALS arrives <br /> <br />E. Cable TV <br />Shoreview reported they sre forming a committee to make sug- <br />gestions for local access; noted it will require a lot of <br />participation by the schools, libraries, cities etc. for all <br />the channels; suggests one combined committee for all ten <br />cities, eventually. <br /> <br />F. Alarm Systems <br />Shoreview reported concern relative to repeated false alarms <br />(fire and burglar);. feels the number of alarms is "alarming"; <br />concerns noted were: <br /> <br />. <br /> <br />~police do not know whether the alarm is "real" <br />orllfalse" <br /> <br />-repeated alarms may be interpreted to be "probably <br />a false alarm a~ain" <br /> <br />After discussion, it was suggested that an ordinance be <br />drafted to enforce control of alarms in all three cities <br />(Arden Hills, North Oaks, Shoreview) posaibly allowing one <br />false alarm/year and imposing a fee for any additional false <br />alarms; purpose is to control false alarms on a uniform baais; <br />probably start on burglar alarms, to see what happens. <br /> <br />Shoreview will prepare a draft of an ordinance proposal for <br />consideration by all three cities. <br /> <br />G, Fire Department Inspection <br />It was noted that ISO will not perform an inspection of Lake <br />Johanna Volunteer Fire Dept. in the near future. Shoreview <br />and Arden Hills concurred that a private inspection should <br />be made. <br /> <br />H. Leaf Pickup <br />Problems of leaf pickup were discussed. Equipment is expen- <br />sive; pickup is difficult because leaves fall all at once all <br />over the city.
