<br />'. <br /> <br />'. <br /> <br />j , <br /> <br />Minutes of Regular Council Meeting <br />Village of Arden Hills <br />Monday, May 24, 1982 - 7:30 p.m. <br />Vi Uaga Hall <br /> <br />Call to Order <br />Mayor Woodburn called the meeting to order at 7:30 p.m. <br /> <br />Roll Call <br />Present - Mayor Robert Woodburn, Councilmen Diane McAllister, <br />Dale Hicks, Thomas Mulcahy, Maurice Johnson (10:40). <br /> <br />Absent - None <br /> <br />Als 0 Present - Vi llage At torney James Lynden, .Enginears Donald <br />Lund and Donald Christoffersen, Public Works <br />Supervisor Bud Johansen, Clerk Administrator <br />Charlotte McNiesh, Deputy Clerk Dorothy Zehm. <br /> <br />Oath of Office <br />Mayor Woodburn administered the Oath of Office of Councilman to <br />Thomas Mulcahy. <br /> <br />Closed Meeting 7:30 - 8:30 p.m. Discussion, Arden Hills Aware- <br />ness Committee vs City of Arden Hills <br />Lynden and Council discussed the Complaint and formulated the <br />City's response thereto. <br /> <br />Tie Vote - Rule of Order <br />After discuasion re Roberts Rule of Order relative to a tie vote, <br />it was determined that a defeated motion can be reconsidered by a <br />motion by a person on the prevailing side - 2 to 2 vote, motion <br />fails; therefore, the opposing vote prevails. <br /> <br />8: 30 p. m. <br />Approval of Minutes <br />Hicks moved, seconded by McAllister, that the Minutes of the council <br />Meeting of May 10th be approved as amended. Motion carried unani- <br />mously (4-0). . <br /> <br />Business From The Floor <br />Tim Tuggle, 4126 James Circle reported a problem with the"needle <br />like" black grit used on the City streets puncturing bicycle tires <br />requested an alternative be used; asked when streets will be swept. <br /> <br />Johansen reported they are sweeping the streets now; have complet- <br />ed five days of sweeping; were delayed about a week because of <br />rain; noted that streets are generally swept during last week of <br />April and first week of May. <br /> <br />In discussion, it was suggested a letter be written to the Public <br />Works Committee and Public Works Superintendent relative to the <br />problems experienced, for their recommendations to Council. Coun- <br />cil also suggested that "Sweeping" agreement with New Brighton be <br />re-evaluated. <br /> <br />Mr. Ron Kuhn, 1524 Colleen Avenue asked about the status of the <br />Final Plat of Royal Hills. <br /> <br />It was explained that the Final Plat has been spproved but not <br />executed for filing, pending acceptance of the bids which will be <br />opened on June 17th. <br /> <br />Kuhn asked if the plan includes a road through the park. Lynden <br />explained that the plat does not include the road in the park; <br />park is not platted; the plans and specifications for the project <br />include all roads and utilities in plat and road and utilities in <br />the park. <br /> <br />Kuhn asked why Council Meeting Agendas are not published in the <br />New Brighton Bulletin. <br />
