<br />. <br /> <br />. <br /> <br />... <br /> <br />Minutes of Regular Council Meeting <br /> <br />April 26, 1982 <br /> <br />Council was referred to Concept "C". Parks Chairman Adele Anderson <br />explained that the proposed grading allows for a second ball field <br />in the future (if needed); proposal is to grade for it, actually <br />may be utilized for some other activity. <br /> <br />Mary Alice Slick expressed concern re development of the park; ex- <br />plained that the neighborhood has not had a "say" on the matter; <br />residenta living near the cul-de-sac are concerned about noise, <br />litter and extensive use by ball players so young children can't <br />use it; also of concern is viaibility of the ball field very close <br />to the homes. <br /> <br />Al Anderson said he attended a Parks meeting which was attended by <br />30 or 40 of the neighbors; cannot recall any support of a ball <br />diamond, as such; concensus of the group was no ball diamonds at <br />all. <br /> <br />Adele Anderson explained that the easterly ball field, as proposed, <br />will be depressed, and will, therefore, be less visible and less <br />noisy. The area west of this field will be graded so that, in the <br />future, a ball field could be created if it is desired, <br /> <br />Susan Anderson asked if it has already been decided that one ball <br />diamond will be put in the park; said it was explained to them <br />that it was to be developed to serve the neighborhood, not in- <br />dustry; a large ball field is not oriented to a neighborhood at- <br />mosphere; the initial use will be by teams scheduled for its use- <br />a lot of beer, noise--; it would be better to develop as a neigh- <br />borhood facility first. <br /> <br />Mary Gillies said she attended both Parks meetings relative to <br />Cummings Park; said it was her impression that the proposed grad- <br />ing is to be the same whether or not ball field; are put in; <br />the grading is not intended only for construction of ball fields~ <br />second field could accomodate a neighborhood field for soccer, <br />softball or other games. <br /> <br />It was explained that the Parks Department is requesting Council <br />approval to authorize preparation of plans and specifications for <br />the grading of Cummings Park as per plan Concept "C"; actual de- <br />velopment of the park will be reviewed again by Council. <br /> <br />Hicks moved, seconded by McAllister, that Council authorize pre- <br />paration of plans and specifications for the grading of Cummings <br />Park as per Concept "C", contingent upon approval of parking <br />agreement with Control Data Corporation. Motion carried unan- <br />imously (4-0). <br /> <br />1982 Spring Program Leaders <br />Council was referred to Buckley's memo of 4-26-82 recommending <br />the hiring of leaders for the 1982 Spring Program. <br /> <br />McAllister moved, seconded by Hicks, that Council approve the <br />hiring of 1982 Spring Program Leaders as listed in memo. Motion <br />carried unanimously (4-0). <br /> <br />Resolution No. 82-24, Congratulating Christopher S. Mullin <br />Hicks moved, seconded by Johnson, that Council adopt Resolution <br />No. 82-24, RESOLUTION CONGRATULATING CHRISTOPHER S MULLIN, named <br />a finalist in the 1982 pre'sidential Scholars Program. Motion <br />carried unanimously (4-0). <br /> <br />Resolution No. 82-25, Commending Dr. Carl Lundquist <br />Johnson moved, seconded by Hicks, that Council adopt Resolution <br />No. 82-25, RESOLUTION COMMENDING DR. CARL LUNDQUIST, retiring after <br />twenty eight years as President of Bethel College and Seminary. <br />Motion carried unanimously (4-0). <br /> <br />Fire Contract <br />Johnson reported that the Fire Board recommends approval of the <br />5-year Fire Contract with a 10% minimum and 15% maximum, as agreed <br />to by Lake Johanna Volunteer Fire Department; reported that Shore- <br />view's At torney Filla wi 11 prepare the con t rac t for app roval by <br />the municipalities. <br /> <br />-3- <br />
